DRAFT MINUTES <br /> Page 4 <br />December 15, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />th <br />Mayor Santos introduced 18 District State Assemblymember Mary Hayashi. <br />Assemblymember Hayashi thanked Councilmember Grant for her many years of <br />service, and for the sacrifices she made to represent the citizens of San Leandro. <br /> <br />Assemblymember Hayashi <br />of office on the City Council. Re-elected District 4 City Councilmember Joyce <br />Starosciak took the Oath of Office administered by Assemblymember Hayashi. <br /> <br />Councilmember Starosciak thanked Assemblymember Hayashi; members of the <br />audience; her family; the District 4 board and commission members; Mayor Emeritus <br />Shelia Young and City Manager Emeritus John Jermanis; and most of all, God. <br />Councilmember Starosciak highlighted her accomplishments and those of the Council <br />during the past four years, and commented on future City projects. <br /> <br />Assemblymember Hayashi provided comments on Councilmember Jim Prola public <br />service, community service, and his background in labor leadership. District 6 <br />Councilmember-elect Jim Prola took the Oath of Office administered by <br />Assemblymember Hayashi. <br /> <br />Councilmember Prola thanked his wife, Diana, and his family; and everyone who <br />helped him in his campaign, including Assemblymember Mary Hayashi and School <br />Board President Mike Katz. He commented on the difficult economic times the City is <br />experiencing, and the need for a City revenue enhancement measure to maintain public <br />safety and other important City services. <br /> <br /> <br />C.Recess <br /> <br />The City Council recessed from 7:50 to 8:25 p.m. <br /> <br />Mayor Santos announced a special presentation by Suzanne Pershing, President of the Arts <br />Council of San Leandro. Ms. Pershing expressed appreciation to the City Council for its <br />support of the Arts Council over the years, and she provided a brief history of the organization <br />and its mission. She described the Artists in the Classroom program, in which artists go into <br />San Leandro classrooms and demonstrate or talk about how to do a particular art form, with <br />an art-making activity involving the students. In an effort to expand the program to reach <br />more students, the Arts Council will host a series of Art Parties. <br /> <br />Ms. Pershing announced the debut of the Bill Stephens Art Cart, made possible by a <br /> Funds. Arts <br />Council Board Member Joseph Stegner displayed the Art Cart, which will bear the Arts <br />Council logo and be filled with art supplies, for use at the school Art Parties. The first Art <br />Party will be held tomorrow at Washington Elementary School. <br /> <br /> <br /> <br />
