PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Bob Bruton, Washington Manor Swim Team, addressed the City Council, commenting on <br />the history of the pool at John Muir Middle School, and the need for a competition pool in <br />San Leandro. <br />Serena Chen, American Lung Association in California, addressed the City Council, <br />providing the Council with a copy of the recent report card issued by the American Lung <br />Association on tobacco control laws in the County. Ms. Chen commented on the health <br />benefits of passing tobacco control laws, and offered her support to San Leandro to help <br />improve its grade. Ms. Chen shared a report she compiled of the five leading causes of death <br />in San Leandro, which are all in part caused by tobacco use and secondhand smoke. <br />Paul Cummings, Alameda County Public Health Department Tobacco Control <br />Program, addressed the City Council, suggesting that the City consider requiring retail <br />establishments that sell tobacco products to be licensed. Mr. Cummings commented on <br />monitoring and regulating these establishments, including sales to minors. <br />Ralph Morales, Interfaith Prevention Program, addressed the City Council, commenting <br />on the costs and health concerns resulting from secondhand smoke in multi-unit housing. Mr. <br />Morales commented on the various options for regulating smoking in multi-unit housing. <br />Jennifer Gibbs, American Cancer Society, addressed the City Council, commenting on the <br />dangers, and need for regulation, of outdoor secondhand smoke. Ms. Gibbs suggested <br />components for a comprehensive ordinance, including restricting smoking in dining areas, <br />entryways, public events, recreation areas, service areas, sidewalks and work sites. Ms. Gibbs <br />offered assistance in crafting ordinances, and assistance with education and enforcement. <br />Janice Louie, Alameda County Public Health Department, addressed the City Council, <br />commenting on the law banning smoking in the workplace. Ms. Louie commented that the <br />State law, passed in 1995, exempts hotel lobbies, banquet rooms, businesses with six or fewer <br />employees, and private residences used as licensed childcare facilities. Ms. Louie encouraged <br />the Council to pass legislation to close these loopholes. <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br />A. Update on Joint Use of San Leandro Unified School District's 9~' Grade Campus <br />Gymnasium. <br />
