DRAFT MINUTES <br /> Page 9 <br />February 2, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Souza suggested adding the 50 Million Pound Challenge to <br />the joint City and School District work session agenda. There was <br />consensus of the Council to do so. <br /> <br /> Accepted <br />3.Facilities and Transportation Committee Meeting of January 13, 2009. <br />as submitted. <br /> <br /> <br /> Accepted as corrected. <br />4.Finance Committee Meeting of January 20, 2009. <br /> <br />Councilmember Starosciak commented regarding the remark made during <br />Committee Member Comments that a dog park can be constructed for $50,000. <br />She stated that if a dog park could be constructed for $50,000, then she felt it <br />should be pursued. Councilmember Starosciak also expressed support for <br />including money in the budget for a dog park. <br /> <br />Councilmember Souza inquired about the $500,000 commitment to the Davis <br />Street Family Resource Center (DSFRC), and whether the recommendation from <br />October 2008 had been presented to the full City Council. Mayor Santos <br />indicated that, to his knowledge, it had not. Councilmember Souza suggested that, <br />with the following information: the terms and conditions of the $500,000 grant <br />from the County; a list of what CDBG funds have been used for in the past five to <br />ten years; and in which budget year the CDBG funds would be committed. She <br />commented that DSFRC is not being threatened with eviction; rather, its goal is to <br />own its building. Councilmember Souza expressed concern about the precedent <br />that would be set and the expectations of the other agencies that would be created <br />by making this funding commitment to the DSFRC. She suggested that if the City <br />wanted to increase funding for social service agencies, then they should all be <br />allowed to compete for it, and that DSFRC could receive the funding in exchange <br />for relinquishing the opportunity to apply for future social service funding. <br /> <br />Councilmember Prola requested a correction to the Budget Updates section of the <br />Highlights. He noted that he recommended to employee <br />work hours. <br /> <br />Vice Mayor Stephens commented on the $50,000 for the dog park, and stated that <br />he was interested in knowing the source of the funds. He acknowledged the value <br />of the DSFRC and stated that he is a strong proponent; however, he was unsure <br />whether could extend beyond CDBG. <br /> <br />Councilmember Starosciak commented that she would like to get an accounting of <br />how much the City has contributed to DSFRC for the past five years, including <br />funding for various programs, Community Empowerment Funds, gun tax, etc. <br /> <br />Councilmember Souza added that it would be helpful to also see the contributions <br />to other social service agencies, for comparison purposes. <br /> <br /> <br />
