She asked <br />what the impact would be of not taking immediate action on the boat launch ramp, <br />and whether the decision could be delayed until the City had a better idea of what <br />will happen at the Marina. Mr. Hollister noted that the California Department of <br />Boating and Waterways expects the City to begin construction, or it may request <br />that the City reimburse the cost of the plans to develop the boat launch. <br /> <br />Councilmember Starosciak commented that CalCoast extensively researched the <br />best location for a boat launch ramp, and determined that the existing location was <br />the best. <br /> <br />Recommendation for City Council Consideration: <br /> <br /> <br />a. Schedule approval of cancellation of the project to relocate the boat launch <br />and to budget $88,000 from the Shoreline Enterprise Fund in Fiscal Year <br />2009-10 to repay the California Department of Boating and Waterways, if <br />required. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Gregory commented that he attended the Washington Manor Homeowners <br />Association meeting on February 11 and the San Leandro Education Foundation meeting on <br />February 10. Councilmember Gregory contacted lobbyist, Len Simon, to <br />arrange a meeting for him to discuss COPS (Community Oriented Policing Services) funding <br />while in Washington, D.C. <br /> <br />Councilmember Souza commented that the City does not have a dedicated crime analyst, so <br />crime statistics for a particular area must be manually tallied. She expressed concern that this <br />process is very time consuming, and it takes Police staff away from their regular duties. <br />Councilmember Souza pointed out that all the homeowners associations want this <br />information. She expressed interest in having the Council determine the priority that should <br />be placed on these requests, and in having the same type of information provided to all the <br />groups. Councilmember Souza stated that she would take responsibility for providing crime <br />statistics to the HOAs in District 3 and help them understand and utilize the data. <br />Councilmember Souza requested an update on the status of the East Bay Regional <br />Communications System (EBRobligation.
