City Council Rules and Communications Committee ~ 2 <br />February 5, 2009 <br />The Committee received several documents from members of the audience, providing <br />information on enacting local tobacco control policies. <br />Committee Member Souza expressed appreciation to the groups for bringing the issue to the <br />Council's attention. <br />Committee Members Souza and Santos expressed interest in pursuing smoking restrictions in <br />recreation areas. Ms. Ornelas commented on the City's current budget situation and the <br />potential budget impact of the enforcement of new ordinances. Police Chief Ian Willis <br />indicated that tobacco enforcement currently does not have a big impact on Police resources. <br />He pointed out that the specificity of the regulations determines the degree of difficulty of the <br />police training and enforcement. Committee Member Stephens commented that the percentage <br />of smokers continues to decline. <br />Chair Santos suggested bringing the matter back for further discussion at the next Committee <br />meeting, after the Committee has had a chance to review the information provided. <br />2. Recap of November 2008 Special Municipal Election <br />City Clerk Marian Handa provided the Committee with information on voter registration and <br />turnout from the November 2008 election. San Leandro's voter registration and turnout for <br />that election reached an all-time high. <br />3. Discussion Regarding Ranked Choice Voting (Instant Runoff Voting) <br />The Committee reviewed a memorandum, providing an update on the status of a Ranked <br />Choice Voting (RCV) system for the City's 2010 election. Committee members discussed the <br />additional cost of holding an RCV election, compared to the savings from eliminating a <br />separate runoff election. <br />Committee Member Souza asked about the additional staff time involved in pursuing the RCV <br />option. Ms. Handa indicated that currently, the amount of staff time is minimal. Committee <br />Member Souza commented that she is not in favor of RCV. <br />4. Discussion Regarding Selection of Committee Chairperson <br />Mayor Santos was selected as Committee Chair. <br />5. Discussion Regarding 2009 Committee Meeting Dates/Times <br />Committee members agreed to move the meeting day to the fourth Tuesday of the month. <br />
