FINDING: The proposed project is designed by David Baker and Partners, a nationally <br />recognized architectural firm that specializes in affordable housing projects. The architects <br />are using historical and contextual design themes and colors to fit the character of the <br />community. <br />Policy 3.04 <br />PROMOTION OF INFILL <br />Encourage infill development on vacant or underused sites within residential areas. <br />FINDING: The proposed project is located on a lot that has been vacant for 20 years. <br />Policy 3.05 <br />MIXED USE ON TRANSIT CORRIDORS <br />Encourage mixed use projects containing ground floor retail and upper floor residential <br />uses along major transit corridors. Such development should be pedestrian-oriented, <br />respect the scale and character of the surrounding neighborhood, and incorporate <br />architectural themes that enhance the identity of near commercial districts. <br />FINDING: The proposed project is a residential project in a mixed-use area with a <br />pedestrian oriented design and offers low income and market rate housing for workers in a <br />mixed-use /transit oriented area; specifically, the project is near the San Leandro BART <br />station. <br />Policy 3.06 <br />HOUSING BYNON-PROFIT DEVELOPERS <br />Promote the participation of non profit housing organizations in the construction of new <br />affordable housing in San Leandro, with particular emphasis on housing for seniors and <br />working families. <br />FINDING: The proposed 100 unit affordability project will be managed by BRIDGE <br />Housing, a not for profit affordable housing developer. <br />Action 3.06-A: Rental Housing Production <br />Pursue funds through a variety of government programs to assist in the creation of new <br />affordable rental units. <br />FINDING: The proposed project, in conjunction with the replacement BART garage and <br />200 market rate residential units to the east, was awarded a $24 million dollar grant to help <br />develop the site, add public improvements, and build 100 affordable housing units. <br />Policy 3.07 <br />AMENITIES AND SOCIAL SERVICES WITHIN NEW HO USING <br />Encourage new affordable housing development to provide amenities for future residents, <br />such as on-site recreational facilities and community meeting space.
