We also appreciate the extended period of <br />review that allowed for the appropriate interested parties to review the document. <br />I have reviewed the Draft Initial Study /Negative Declaration dated October 21, 2008 and have the <br />following comments for your consideration: <br />The document, on page 3-41, refers to operations relative to the level forecasted by the Airport <br />Development Program (ADP) as envisioned in 1997, 2003 and 2006. The Airport Development <br />Program did not contemplate or analyze the Business Jet Center Expansion Project. Impacts from <br />the Business Jet Center Expansion Project should be compared to the existing conditions, not the <br />abstract potential of the ADP. Existing Conditions have not been adequately described in the Initial <br />Study/Mitigated Negative Declaration. <br />The Initial Study/Mitigated Negative Declaration does not disclose the details of the Quiet Hours <br />Program implemented for the City of Alameda, nor the impact that this air traffic diversion has on <br />the residential communities in San Leandro. In, the past, diversions to alleviate impacts to Alameda <br />residents have resulted in increased noise to San Leandro residential areas. In order to meet CEQA <br />guidelines, the Initial Study/Mitigated Negative Declaration must identify and discuss the Quiet <br />Hours Program and include noise contours for the area. <br />Tony Santos, Mayor <br />City Council: Surlene G.
