Dec. <br />December 22, 2008 <br />Page 2 of 3 <br />On page 1-14 of the Initial Study/Mitigated Negative Declaration, an assessment of project impacts <br />is presented. This appears to be a best case scenario of potential impacts. CEQA requires a more <br />thorough analysis of potential impacts. The development of the new hangers could provide capacity <br />to store up to 22 new corporate jests. The Initial Study/Mitigated Negative Declaration anticipates <br />only a maximum of two take-offs and landings per week for the aircraft. This would result in up to <br />12 or 13 new daily operations. However, as the FAA does not limit the ability of aircraft to take of <br />and land to two (2) trips per week, the maximum amount of traffic has not been disclosed or <br />analyzed. This is a significant defect of the Initial Study as a disclosure document. The Initial <br />Study also does not disclose the proposed operational hours of the corporate jets. The landing of <br />corporate jets after hours is a significant and unanalyzed impact of the Initial Study. <br />Comments to the Port of Oakland on the Airport Expansion have always stressed that aircraft <br />activity in the North Airport has always been the primary source of aircraft noise in San Leandro <br />and any increase in traffic in the North Airport will exacerbate this condition. San Leandro has been <br />suggesting that aircraft use Runway 27L as opposed to 27R whenever possible. Development of a <br />preferential runway use approach agreement for runway 27L could facilitate this shift and should <br />continue to be pursued. The landing pattern over San Leandro homes could be greatly improved if <br />Runway 27L is used instead of 27R. This shifting of landing patterns could significantly decrease <br />impacts to San Leandro homes although specific impacts are not known without further evaluation. <br />Proposed mitigation: <br />Development of a preferential runway use approach agreement for runway 27L to lessen impacts of <br />arrivals to San Leandro residents. <br />Please provide the requested material and analysis in a recirculated Initial Study/Mitigated Negative <br />Declaration. The residents of the City of San Leandro deserve to understand proposed impacts and <br />to have them lessened to the maximum extent possible. <br />Thank you for your consideration.
