Oakland International Airport <br />Corporate Jet Noise Abatement <br />Restriction Compliance Study <br />Scope of Work <br />Study Purpose <br />The purpose of this study is to evaluate the effectiveness of the voluntary noise <br />abatement restrictions on corporate jet departures off Runways 27R/L and corporate jet <br />landings on Runways 09R/L and to acquire recommendations for improvements in <br />overall program performance. Also, the purpose of the study is to evaluate program <br />management practices and procedures employed by the Noise/Environmental <br />Compliance Office and other stakeholders for achieving compliance with the noise <br />abatement restrictions and to acquire recommendations for improvements in these <br />practices and procedures. <br />Although compliance levels are consistently high for the noise abatement departure <br />restriction for Runways 27R/L, this study may assist in identifying any potential <br />opportunities for improvement. Similarly, compliance on the Southeast Plan noise <br />abatement restriction for Runways 09R/L landings is fairly high, but there may be <br />opportunities for enhancement as the result of this study. <br />Two other areas of analysis will be included in this study. The study will identify and <br />quantify the use of Stage 1 and 2 noise certified corporate jet aircraft. Also, the study <br />will include a quantification and an evaluation of lifeguard (emergency /air ambulance} <br />corporate jet activity. <br />Background <br />The North Field Preferential Runway Use voluntary noise abatement restrictions state <br />that certain aircraft, including turbojet aircraft, should not depart from Runways 27R/L <br />nor land on Runways 09R/L except during emergencies or whenever Runway 11/29 is <br />closed or for any reason beyond the control of the Airport. Runway 11/29 should be used <br />whenever safely possible. Pilots in command make the final decision relative to runway <br />use; therefore, pilots may request to use any available runway. Neither the Port of <br />Oakland nor the Federal Aviation Administration (FAA) air traffic controllers may restrict <br />a pilot's access to an available runway. <br />Project Responsibilities <br />The Noise/Environmental Compliance Office will provide project management oversight, <br />provide all available data and support data compilation from ANOMS and office files, and <br />assist the consultant with report reproduction. When possible, and where identified in <br />the proposal, Port staff will provide additional study support to reduce costs of the study. <br />The acoustical consultant will design and produce study databases, perform the data <br />analysis, perform a program evaluation including an evaluation of office practices and <br />FINAL (5/30/2007) Page 1 of 4 <br />
