procedures, and produce the study report, which will include recommendations for <br />program enhancements. <br />Project Team <br />Members of the project team include: NoiselEnvironmentaf Compliance Supervisor and <br />project manager; the Port's air traffic control consultant; the Port's Noise Abatement <br />Specialist and Technician; and a community representative. The air traffic control <br />consultant will be available to assist the aviation acoustical consultant with the technical <br />review and analysis of any air traffic related issues. <br />Study Tasks <br />Task 1. Corporate jet aircraft operations database will be reviewed and evaluated from <br />January 1, 2004, to July 1, 2007 for the Runway 27R/L departure restriction and the <br />Runway 09R/L landing restriction. <br />Non-compliant activity will be evaluated by month for a review of any potential seasonal <br />trends. If possible flights will be evaluated to determine if they were dictated by wind. <br />Noncompliance will also be evaluated by hour of the day and compared with operations <br />per hour on Runway 11/29 as a function of hour of the day. Comparing these may <br />reveal if corporate jet pilots are avoiding Runway 11/29 during busy hours on the primary <br />commercial runway. Possibly, on a short flight, a great portion of total fuel and time <br />would be used to taxi to South Field. On a long flight, the taxi time and fuel spent is <br />proportionately Tess than the total time and fuel for that flight. <br />The database review will include but is not limited to: <br />a. Non-compliance (NC) versus month or season <br />b. NC versus based and itinerant aircraft <br />c. NC versus scheduled and non scheduled operations <br />d. Repetitive NC by flight number and by registration number <br />e. NC by time of day <br />f. NC by aircraft type <br />g. NC by noise level <br />Task 2. The study will include a review, quantification and/or evaluation of the various <br />reasons for non-compliance with the noise restrictions. These include: <br />a. Pilot Request -Although air traffic controllers instruct jet aircraft pilots to taxi to <br />Runway 29 for departure for noise abatement (during West Plan), FAA <br />regulations allow pilots to request departure from Runways 27R/L. At times, <br />pilots may request departure from Runways 27R/L during their request to taxi or <br />initial contact with Air Traffic Control (ATC). Requests for departure from <br />Runways 27R/L are normally granted. Pilots will also request Runways 09R/L for <br />landing on the North Field while on approach to Runway 11 (during Southeast <br />Plan). <br />b. ATC Instructions -ATC may instruct the pilot to depart from Runways 27R/L for <br />a variety of reasons including: a. to maintain flight plan schedule and effectively <br />synchronize the aircraft's arrival time at a busy destination airport; b. due to air <br />FINAL (5/30/2007) Page 2 of 4 <br />
