facility is adequate to detain and treat stormwater from this site prior to
issuance of building permits for this project. The bio-ponds shown will not be
sufficient to treat stormwater from such a large area, so additional treatment
measures should be included or the size of these bio-ponds shall be increased.
For more information, please see the C.3 Stormwater Technical Guidance
Handbook, which is available at:
httpJ/www.eoainc.com/download/ACCWP Tech guidance-black text.pdf
R. Since this project disturbs over one acre of land, a State general Construction
Activity Permit must be obtained. Applicant needs to submit a Notice of Intent
(NOI) and prepare a Storm Water Pollution Prevention Plan (SWPPP).
S. The revised National Pollutant Discharge Elimination System (NPDES)
Permit, issued by the San Francisco Regional Water Quality Control Board in
February 2003, imposed new requirements on developers and local agencies.
In addition to requiring developers to install stormwater treatment measures,
developers also have to sign a Stormwater Treatment Measures Maintenance
Agreement for the maintenance of the treatment measures in perpetuity. The
Agreement should detail the proposed maintenance activities and the
intervals at which they will be conducted for each stormwater treatment
measure included in this project. A copy of the Agreement shall be included
with the building permit submittal.
T. Runoff from trash enclosures, recycling areas, or similar facilities shall not
discharge to the storm drain system. Trash enclosure areas shall be covered
and designed to avoid run-on to the trash enclosure area. Any drains installed
in or beneath dumpsters shall be connected to a grease removal device and/or
treatment devices prior to discharging to the sanitary sewer.
U. Sidewalks and parking lots shall be swept regularly to minimize the
accumulation of litter and debris. Debris resulting from pressure washing
shall be trapped and collected to prevent entry into the storm drain system.
Wash water containing any soap, cleaning agent or degreaser shall not be
discharged to the storm drain and shall be collected and discharged to the
sanitary sewer or collected and treated prior to being lawfully disposed.
V. All on-site storm drains must be cleaned or inspected and, if necessary,
cleaned at least ance a year immediately prior to the rainy season. Additional
cleaning maybe required by the City Engineer.
W, Roof drains shall discharge to an unpaved area wherever practicable.
X. If the design of any site improvements requires encroachments onto
neighboring properties during construction, written agreements with that
property owner shall be submitted to the City Engineer, for review and
approval, prior to issuance of the building permits.
PLN2007-00028 May 20, 2008
Conditions of Approval Page 7 of 10
