MINUTES <br />Page 2 <br />City of San Leandro Ciry Council and San Leandro Redevelopment Agency Joint Meeting-March 16, 2009 <br />Chair Kristen Low, Chair, and Domonique Tate, Vice Chair, of the Youth Advisory <br />Commission (YAC), reported to the City Council on the Commission's recent activities. <br />Three YAC members who are also members of the Shoreline Advisory Committee have <br />been collaborating with YAC members to develop plans for the Marina. YAC is <br />working on recruitment for next year's YAC appointments and assisting the library with <br />a j ob fair on May 18. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of U.S. Department of Housing and Urban Development (HUD) Draft FY 2009- <br />2010 Annual Action Plan and Draft HUD Section 108 Loan Guarantee Application for <br />Senior Center (reviews the draft Annual Action Plan, which represents the fifth year of <br />the Five-Year Consolidated Plan, and the draft HUD Section 1081oan application). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Steve Hollister gave background on the item and introduced Housing/CDBG Manager <br />Tom Liao. Mr. Liao provided an overview of the HUD Consolidation Plan process and <br />the Community Development Block Grant (CDBG) and Home Investment Partnership <br />(HOME) Programs, followed by a summary of the Draft FY 2009-10 Action Plan and <br />the Draft Section 108 Loan Application. <br />Mayor Santos commented that he recently received a letter from HUD regarding <br />allocations to the City. <br />Councilmember Reed requested clarification on the use of CDBG funds for the <br />$500,000 commitment to Davis Street Family Resource Center (DSFRC). Mr. Liao <br />explained that the City is in discussions with HUD about the use of CDBG funds on the <br />DSFRC property acquisition. The DSFRC funding will not be included this Draft <br />Action Plan, but will be presented to the City Council as a separate amendment to the <br />Final Action Plan in the future. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />• Minute Order No. 2009-013, Motion Directing Staff to Publish the Draft FY <br />2009-2010 Annual Action Plan and Draft HUD Section 108 Loan Guarantee <br />Application for Senior Center fora 30-Day Comment Period (March 20 -April <br />20, 2009) and to Set a Public Hearing for April 20, 2009 to Consider Final <br />
