East 10 Underground Ph. 2 2 April 20, 2009 <br />The design and bid process typically takes a year or more; it is difficult to estimate because utility <br />companies frequently delay their design work. Construction of the underground conduits is done <br />by an outside contractor; with each utility responsible for installing new conductors and <br />removing its overhead lines. Construction typically takes one to two years. <br />The City currently has two active underground utility districts. Phase 1 of undergrounding work <br />on East 14th Street from the southern City limits to 1501h Avenue, a distance of about 2,600 linear <br />feet, started construction last fall. Phase 2 of undergrounding work on East 14th Street from 150th <br />Avenue to Lillian Avenue, a distance of about 1,400 linear feet, has been designated as a district <br />but has not yet been designed. <br />Analysis <br />The utilities on East 14th Street have already been relocated underground from the northern City <br />limits to Thornton Street and will soon be underground from the southern City limits to 150th <br />Avenue. The current five-year plan includes two projects on East 14th Street from 150th Avenue <br />to San Leandro Boulevard (Phase 2) and from San Leandro Boulevard to Thornton Street and <br />Maud Avenue (Phase 3). Expanding the limits of the current East 14th Street Phase 2 <br />underground project beyond Lillian Avenue northward to the Thornton Street and Maud Avenue <br />intersection will add 7,400 linear feet to the existing district and eliminate all overhead wires on <br />East 14th Street within City limits. <br />The proposed project will encompass 8,800 linear feet of roadway, making it a large underground <br />project. The design and construction phase will require more time than is typical, but ultimately <br />the work will be accomplished quicker than if multiple smaller projects were constructed. The <br />larger project will result in a slight cost savings, as facilities to transition from overhead to <br />underground systems will not be required. <br />The cost of placing utilities underground is shared by the utility companies and the City. PG&E, <br />Comcast, AT&T, and the City will all be responsible for financing their share of the work. The <br />City will need to construct new conduits for the existing streetlight system.
