MINUTES Page 18 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 6, 2009 <br />5. Finance Committee Meeting of March 24, 2009. CITY COUNCIL COMMENTS <br />Councihnember Gregory commented that he attended the most recent meeting of the San <br />Leandro Sports Foundation, which was also attended by Councihnembers Starosciak and <br />Prola. He also attended Supervisor Lai Bitker's Health is not Just Health Care meeting, at <br />which funding for Safe Routes to Schools was discussed, and the most recent meeting in the <br />TOD dinner series. Councilmember Gregory commented that, based on Mayor Santos' <br />leadership on the 50 Million Pound Challenge, a "Challenge Walk Off Day" will be held on <br />May 19 at Bancroft field. <br />Councihnember Souza commented on the March 23 budget work session, noting that the <br />Council proposes funding cuts to other social service agencies, while at the same time <br />providing $500,000 to the DSFRC. She expressed interest in minimizing the cuts to the other <br />service agencies as well. Councilmember Souza also expressed concern regarding the <br />serious cuts to library services, school crossing guards, and recreation programs. <br />Councihnember Prola commented on a proposed resolution for the United Steel Workers. <br />He reported on a meeting of the Small Business Task Force, at which some small businesses <br />expressed concern about the amount attention they received from the Chamber of Commerce. <br />Councihnember Prola commented on the Waste Management Neighborhood forum, and on <br />Senator Corbett's honoring of Robin Torrello as 10th Senatorial District Woman of the Year. <br />He commented that he attended the Washington Manor Little League parade, the census <br />meeting at the Library, the last rally at Valley Power, and the San Leandro Sports Foundation <br />meeting. Councilmember Prola gave a presentation to the Lavender Seniors on volunteer <br />service on City boards and commissions. He requested that the subject of project labor <br />agreements be referred to the appropriate City Council committee. <br />Councihnember Starosciak commented that she and her children appreciated participating in <br />Earth Hour. She concurred with Councilmember Souza's comments regarding the proposed <br />budget cuts, stating that she would like the cuts to be made more fairly and equitably, with <br />some consideration given to the Community Assistance grant-funded agencies, library <br />programs, and City departments. Councilmember Starosciak stated that she attended the <br />funeral service for the fallen Oakland police officers, and she expressed appreciation to the <br />San Leandro Police Department for their volunteer participation and contributions to Oakland <br />PD in their time of grief. She requested that tonight's meeting be adjourned in memory of <br />Coach Rick Bailey, who was her son's baseball coach. <br />Councihnember Reed commented that she attended the Washington Manor Little League <br />Parade, and expressed amazement at the number of events attended by Councilmember <br />Prola. Councilmember Reed agreed with Councilmember Souza regarding the funding for <br />Community Assistance grant-funded agencies, and stated that she would like to see equity <br />with regard to these groups. She would like to hear more about the possibility of a library <br />services assessment district, noting that the proposed use of the City's self insurance fund is a <br />one-time fix. Councilmember Reed attended the funeral for the four fallen Oakland police <br />officers, and will be participating in a police ride-along tomorrow. <br />
