DRAFT MINUTES <br /> Page 8 <br />April 20, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Ms. Oliver responded to questions from the Council. <br /> <br />Councilmember Prola inquired about the cost of restoring the hour of service during the <br />peak period. Ms. Oliver would research this information and provide it to the Council. <br /> <br />Mayor Santos commented that the Alameda County Transportation Improvement <br />Authority (ACTIA) has experienced a $9 million decrease in revenues. <br /> <br />Councilmember Starosciak expressed concern that charging a fee for the use of the <br />shuttle would discourage ridership. She suggested that the Council discuss continuing <br />the service without changes through the end of the fiscal year, at which time the City <br />could consider a different business model for the program. <br /> <br />In response to questions from the Council, Ms. Oliver reported on the use of paratransit <br />gap grants, noting that these funds can only be used for pilot projects. <br /> <br />The Council discussed the timeline for submitting the application and for addressing the <br />funding shortfall. Members expressed interest in continuing to seek ways to bridge the <br />shortfall in paratransit funding. <br /> <br /> Resolution No. 2009-056 <br />, Resolution Authorizing the City Manager to Submit <br />the Measure B Paratransit Application for the Expenditure of Measure B <br />Paratransit Funds in Fiscal Year 2009-10 to the Alameda County Transportation <br />Improvement Authority (ACTIA), and to Negotiate and Execute All Documents <br />in Support of These Activities (provides funding for FLEX Shuttle, bus service for <br />seniors and people with disabilities).
