Minutes -City of San Leandro City Council and Page 10 <br />San Leandro Redevelopment Agency Joint Meeting -February 1, 1999 <br />Agency Member Glaze indicated that this has been athree-year process. He <br />asked, if General Motors had different plans, why haven't they come in with any <br />type of formal plans for the property? <br />Mr. Miller responded that they have been going through tremendous change since <br />January 1, 1999. They have a whole new management structure. He further noted <br />the average time of a project of this size is over three years. <br />Mr. Gallagher responded that they intend on pursuing an option to extend their <br />lease in 2008. <br />It was noted for the record that there was no objection made, either in person or in <br />writing, from the legal property owner as to adoption of the Resolution of <br />Necessity. <br />The City Attorney clarified that the Redevelopment Agency has before it a <br />Resolution. He pointed out that the Resolution requires four (4) findings: (1) <br />whether the public interest and necessity require the Project; (2) whether the <br />project is planned and located in a manner which will be most compatible with the <br />greatest public good and the least private injury; (3) whether the property sought <br />to be acquired is necessary for the project; and (4) whether the offer made, as <br />required by the Government Code, has been made to the owner of record. He <br />added that, as to those findings of fact and issues of law, the Agency should take <br />into consideration the testimony by Debbie Potter this evening, staff, and the staff <br />report that has been prepared and submitted to the Agency. The Agency may also <br />take official notice of the Redevelopment Plan, the Environmental Impact Report <br />on the Redevelopment Plan, the Negative Declaration which the Agency <br />previously considered and the Resolution associated with that, the "S" Overlay <br />Zoning District that Ms. Potter mentioned, the General Plan of the City of San <br />Leandro, all staff reports related to the Project, as well as the Disposition and <br />Development Agreement with Lloyd Wise Group and all reports associated with <br />that. The Agency may take official notice of all those documents in order to make <br />those findings. In conclusion the City Attorney noted that the Resolution requires <br />a Motion, a Second,and five affirming votes. <br />
