Minutes -City of San Leandro City Council and Page 9 <br />San Leandro Redevelopment Agency Joint Meeting -February 1, 1999 <br />changeover in management. They have been working with the City and would like <br />to continue being good corporate citizens, but they need the land for a viable <br />operation. <br />Agency Member Galvan spoke regarding the access easement and questioned how <br />General Motors is arriving at the conclusion this is not the best price for the <br />property. Mr. Miller responded that they are looking at the price of the Safeway <br />property for comparison. <br />Debbie Potter restated the proposal this evening, showing the overhead <br />projections, that were attached to the December 18, 1998, offer that was sent to <br />the property owners. It was also clarified that General Motors is a tenant and not <br />the property owner. The property owner has been notified; and, additionally, <br />General Motors was notified as a courtesy. The legal obligation is that the <br />property owner be notified. <br />Debbie Potter also clarified that the easement is a "non-exclusive" easement. It <br />was further noted the property to be taken is less than half of the property, which <br />consists of undeveloped dirt and paving. She concluded by stating the plan has <br />been reviewed by the Fire Department, and they are comfortable with their ability <br />to maneuver in that area should there be an emergency. <br />At the request of the Agency, the Agency recessed to a Closed Session at 8:32 <br />p.m. because this matter pertains to potential litigation the Agency may institute. <br />They reconvened at 8:46 p.m. <br />Agency Member Galvan commented that Ms. Potter's comments were well taken <br />and adopting the Resolution of Intention this evening will not preclude <br />negotiations from continuing. He stated he is in favor of moving forward on this <br />issue, with the provision that staff continue to negotiate with General Motors. <br />Agency Member Lothrop indicated a great deal of time has passed with regard to <br />this property. She further commented that Lloyd Wise has made a commitment to <br />this community. <br />Agency Member Grant stated that General Motors is renting this facility and <br />clarified that the Training Center will be staying in the community and will be <br />renting until the year 2008. <br />Agency Member Nardine stated she feels comfortable with the proposal before the <br />Agency tonight. She indicated negotiations may continue. She further recognized <br />that General Motors has been accommodating to the School District for training <br />facilities and hopes they continue to negotiate with the City. <br />
