They have been working with the City and would like to continue being good corporate citizens, but they need the land for a viable operation. Agency Member Galvan spoke regarding the access easement and questioned how General Motors is arriving at the conclusion this is not the best price for the property. Mr. Miller responded that they are looking at the price of the Safeway property for comparison. Debbie Potter restated the proposal this evening, showing the overhead projections, that were attached to the December 18, 1998, offer that was sent to the property owners. It was also clarified that General Motors is a tenant and not the property owner. The property owner has been notified; and, additionally, General Motors was notified as a courtesy. The legal obligation is that the property owner be notified. Debbie Potter also clarified that the easement is a "non-exclusive" easement. It was further noted the property to be taken is less than half of the property, which consists of undeveloped dirt and paving. She concluded by stating the plan has been reviewed by the Fire Department, and they are comfortable with their ability to maneuver in that area should there be an emergency. At the request of the Agency, the Agency recessed to a Closed Session at 8:32 p.m. because this matter pertains to potential litigation the Agency may institute. They reconvened at 8:46 p.m. Agency Member Galvan commented that Ms. Potter's comments were well taken and adopting the Resolution of Intention this evening will not preclude negotiations from continuing. He stated he is in favor of moving forward on this issue, with the provision that staff continue to negotiate with General Motors. Agency Member Lothrop indicated a great deal of time has passed with regard to this property. She further commented that Lloyd Wise has made a commitment to this community. Agency Member Grant stated that General Motors is renting this facility and clarified that the Training Center will be staying in the community and will be renting until the year 2008. Agency Member Nardine stated she feels comfortable with the proposal before the Agency tonight. She indicated negotiations may continue. She further recognized that General Motors has been accommodating to the School District for training facilities and hopes they continue to negotiate with the City.
