PUBLIC COMMENTS <br />Public Comments aze limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br />A. Carey Walker, 471 Santa Monica, addressed the Council regarding the Water <br />Run-Off Tax, noting it is unconstitutional and discriminating. <br />5. CITY COUNCIL REPORTS AND COIVIlVIENTS <br />A. Reports on Intergovernmental Agencies <br />None <br />B. Reports on City Council Committees - (See Minutes) <br />1. Rules and Communications Committee Meeting of February 23, 1999. <br />Vice Mayor Galvan reported on the Rules and Communications Committee <br />Meeting of February 23, 1999. He received confirmation from the balance of <br />the Council to place the policy regazding Action Minutes on the Mazch 15, <br />1999, City Council Agenda. He also received feedback from Council Member <br />Lothrop regazding concerns and additional questions to be included in the <br />revisions to the Boards and Commissions Member Application. <br />C. City Council Comments <br />Council Member Glaze reported on a recent report he received regarding costs <br />to remove graffiti and added that, if you add up the amounts, they exceed the <br />cost of a Police Officer for one yeaz. It was suggested this issue should be sent <br />to the Facilities Committee to review what options the City might have in this <br />regard. <br />2. Council Member Loeffler clarified the timeline for the Caltrans improvements <br />to East 14'~ Street, which will be made this summer. <br />Council Member Loeffler clarified with the City Attorney and City Manager <br />that the Gun Tax Ordinance has been enacted; and the taxes have not been <br />paid, but are due and payable, nonetheless. <br />
