Minutes -City of San Leandro City Council Meeting <br />April 5,1999 <br />Page 3 <br />years from Oakland who was appointed by Mayor Davis from Emeryville. She <br />asked if any Council Member has someone they would like her to consider for <br />that appointment. Mayor Young indicated she would appreciate hearing from <br />them within the next couple of days. The current person would like to <br />continue serving in that capacity, but the Mayor indicated she would like to <br />have the opportunity to present someone else from San Leandro. Dale Reed <br />currently serves on the Citizens Advisory Committee. <br />2. Mayor Young also commented on the Alameda County Congestion <br />Management Agency (ACCMA) and noted there have been a number of <br />meetings on the Measure B Reauthorization Update. She noted the City has <br />been asked to take another look at our expenditure plan items to see if there is <br />anything we could change that would be more palatable for the forces that did <br />not support the Reauthorization Measure. CMA and ACTA will be presenting <br />some information to the Facilities Committee on April 13, 1999. That <br />information will be shared with the entire Council. <br />B. Reports on City Council Committees <br />Prior to the Committee Reports there was extensive Council discussion regarding <br />the process and how to bring items forward for full Council action after being <br />reviewed by the various committees. <br />It was suggested actions could be reported to the full Council by the Committee <br />Chairs and listed as a "Discussion/Action Item" on the Committee's Agenda, but <br />full Council action be deferred to the following week in order to allow for full <br />public disclosure and participation. It was further noted that items should only be <br />placed on the Consent Calendar for action if they have been previously discussed <br />by the full City Council. <br />There was City Council consensus to refer the issue of the process for referral of <br />City Council Committee Reports/Discussion/Action items to the full City Council <br />for action, to the City Council Rules and Communications Committee for review <br />and recommendations. <br />Disaster Council Meeting of March 18, 1999 -- Council Member Loeffler <br />reported on the meeting highlights. <br />2. Economic Development and Redevelopment Committee Meeting of March 19, <br />1999 -- Vice Mayor Galvan reported on the meeting highlights. <br />
