Minutes -City of San Leandro City Council and Page 5 San Leandro Redevelopment Agency Joint Meeting -May 3,1999 The following Motion was then introduced: -- Minute Order No. 99-21, Matter of Rules and Communications Committee Agenda Items. (1156) The City Council accepted the City Council Rules and Communications Committee's Report and: (1) Referred the following items to the City Council Rules and Communications Committee for review and recommendation to the full City Council: (a) City Council Out-of--State and Conference Travel. (b) Suggested Guidelines for City Council Travel. (c) Citizen-Complaint Tracking. (d) Board and Commission Travel Guidelines. (2) Directed staff to schedule the following items for a future City Council Work Session: (a) Recommendation Regarding a Senior Commission. (b) Recommendation Regarding the Role of the Youth Advisory Commission (YAC). (c) Recommendation Regarding City Trees and Sidewalk Repairs. (3) Referred the following items to other City Council Committees: (a) Collection of Bad Debts/Delinquencies -- Finance Committee. (b) "Hire San Leandro" Policy (businesses have to hire and retrain San Leandro residents who lost jobs through business closure; 10% of employees have to be San Leandro residents) -- Economic Development and Redevelopment Committee. M/S/C Galvan and Glaze. Ayes: 6; Noes: 0; Absent: Lothrop 2. Finance Committee, FY 1999-2000, Meeting of Apri129, 1999. -- Discussion/Action Regarding Agenda Items. Mayor Young reported that the Finance Committee has requested that the full Council be supportive of taking the budget process, in an educational format, out to the general public through the use of several public meetings over the summer. The goal is to help educate the public on how the budget is formed in time to begin the process, in the Fall, to look at perhaps atwo- year budget plan.
