Minutes -City of San Leandro City Council and Page 5 <br />San Leandro Redevelopment Agency Joint Meeting -May 3,1999 <br />The following Motion was then introduced: <br />-- Minute Order No. 99-21, Matter of Rules and Communications <br />Committee Agenda Items. (1156) <br />The City Council accepted the City Council Rules and <br />Communications Committee's Report and: <br />(1) Referred the following items to the City Council Rules and <br />Communications Committee for review and recommendation to <br />the full City Council: <br />(a) City Council Out-of--State and Conference Travel. <br />(b) Suggested Guidelines for City Council Travel. <br />(c) Citizen-Complaint Tracking. <br />(d) Board and Commission Travel Guidelines. <br />(2) Directed staff to schedule the following items for a future City <br />Council Work Session: <br />(a) Recommendation Regarding a Senior Commission. <br />(b) Recommendation Regarding the Role of the Youth Advisory <br />Commission (YAC). <br />(c) Recommendation Regarding City Trees and Sidewalk Repairs. <br />(3) Referred the following items to other City Council Committees: <br />(a) Collection of Bad Debts/Delinquencies -- Finance Committee. <br />(b) "Hire San Leandro" Policy (businesses have to hire and retrain <br />San Leandro residents who lost jobs through business closure; <br />10% of employees have to be San Leandro residents) -- <br />Economic Development and Redevelopment Committee. <br />M/S/C Galvan and Glaze. Ayes: 6; Noes: 0; Absent: Lothrop <br />2. Finance Committee, FY 1999-2000, Meeting of Apri129, 1999. <br />-- Discussion/Action Regarding Agenda Items. <br />Mayor Young reported that the Finance Committee has requested that the <br />full Council be supportive of taking the budget process, in an educational <br />format, out to the general public through the use of several public meetings <br />over the summer. The goal is to help educate the public on how the budget <br />is formed in time to begin the process, in the Fall, to look at perhaps atwo- <br />year budget plan. <br />
