JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY <br />PUBLIC HEARINGS <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fll out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br />A. Matter of Disposition and Development of San Leandro Redevelopment Agency- <br />Owned Property at 1103 Davis Street for Expansion of the Davis Street <br />Community Center Facility (provides for the sale of Agency-owned property at <br />1103 Davis Street for expansion of the Davis Street Community Center). <br />This being the time and place for the Public Hearing on the above matter, Steve <br />Emslie, Director of Development Services, introduced Jennifer Andersen, <br />Redevelopment Specialist, who gave a more detailed staffreport on the proposal. <br />Rose Johnson, on behalf of the Davis Street Community Center, addressed the <br />City Council regarding the need for this facility. <br />An architect representing SIM Architects, addressed the City Council and gave an <br />overview of the design concept. <br />Council discussion ensued regarding ownership of the strip of land between the <br />Church and the project, as well as parking and traffic-flow issues. Concern was <br />also expressed that the project will be built on a zero lot line, but staffindicated the <br />Church will not be affected. It was indicated if Davis Street Community Center is <br />unable to negotiate a sale of the strip of land in question, there will be a need to <br />redo the plans for the project and parking, as well as the building, would be <br />affected. It was also indicated there will be a restriction on the Deed of Trust <br />indicating this type of use is to remain with the property for 20 years. There was a <br />rough estimate given for the cost of the building, which was $2.5 million. <br />The Hearing was then opened to the public. <br />Kay Wellington, 1395 Bancroft Avenue, addressed the City Council as the <br />Pastor of San Leandro Community Church. She stated her support of the <br />Davis Street Community Center project and urged the Ciry Council to support it as <br />well. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Ciry Council, asking how <br />this project will benefit San Leandro. He further stated he could not understand <br />the staff report and can't understand why the Ciry continues to help specific <br />businesses. He questioned the redevelopment process and added that the City is <br />creating blight. He concluded by stating the Redevelopment Agency is only <br />created to get rid of blight. <br />
