Muutes -City of San Leandro City Council and Page 8 <br />San Leandro Redevelopment Agency Joint Special Meeting -- June 14,1999 <br />Council Member Nardine agreed with what had been said. She also reminded <br />those in attendance there is a City Council Economic Development and <br />Redevelopment Committee as well as an Economic Development Ad Hoc <br />Advisory Committee. <br />City Council discussion then ensued regarding the differences between Options 1, <br />2, and 3. It was noted that, although Option 3 would not require Planning <br />Commission input, Option 1 provides the maximum flexibility because it is silent <br />on the matter. It was also clarified by staff that the General Plan is the global <br />document that will put this all into context. It was also clarified that, ultimately, <br />the decision-making authority is the Redevelopment Agency and/or City Council. <br />AU other Boards and Commissions serve in an advisory capacity. <br />Council Member Loeffler stated his support of the Plan but would support Option <br />2, which would add Section 311, which mandates that certain projects be <br />submitted to the Planning Commission for review and recommendation prior to <br />submittal to the Redevelopment Agency. <br />Council Member Grant clarified that the RAC meetings are open to the public and <br />currently meetings are held in the daytime. She encouraged the RAC to have <br />evening meetings. Staff indicated, in response, that the meetings have been set <br />according to the members' schedules, but they will be holding their July meeting in <br />the evening. <br />Vice Mayor Galvan agreed with comments made by Mr. Federighi and stated the <br />reason there is a RAC is because the property owners in that redevelopment area <br />wanted to have an elected voice. He indicated Option 3 would provide for issues <br />to go from the RAC to the Redevelopment Agency. He noted that to change that <br />concept now would not be what was represented to the group. The RAC would <br />have the opportunity to recommend input from the Planning Commission when <br />they feel it is necessary. <br />Council discussion ensued regarding the various options and when additional input <br />might be appropriate to forward to the Planning Commission. <br />Council Member Lothrop indicated she prefers Option 1 because of the maximum <br />flexibility. <br />The following Resolutions and Minute Order were then introduced: <br />-- Resolution No. 99-16, Resolution of the San Leandro Redevelopment Agency <br />Certifying the Environmental Impact Report (EIR) for the West San <br />Leandro/MacArthurBouleuard Redevelopment Plan.
