~'~ <br />Minutes -City of San Leandro City Council and Page 12 <br />San Leandro Redevelopment Agency Joint Meeting -July 19,1999 <br />D. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding the <br />proposed Charter Amendment and added that, if an Initiative is proposed, it will <br />result in a partisan election. He added that he intends to address the City Council <br />Rules and Communications Committee regarding this issue. He continued by <br />stating anything the City Attorney puts on paper will have to be made public and <br />could betaken to another attorney for an opinion. He stated further that $200,000 <br />is a lot of money for school fees and that it will be incoming year to year, not just <br />one time. <br />E. Paul Vargas, 872 Portola, addressed the City Council regarding expenditures for <br />the Library retrofit, indicating he feels they are outrageous. He urged the City <br />Council to reject the bids, set new limits on spending, and re-bid the project. He <br />concluded by stating he is glad Chief Bob Maginnis has resigned, as he feels he has <br />not done anything for the City. <br />Council Member Lothrop left the City Council Meeting following "Public <br />Comments.") <br />6. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1. Report Regarding Measure D Rate Change and Davis Street Transfer Station <br />Facility Fee Increase. <br />The Mayor reported on the Alameda County Recycling Plan that is in place. <br />She said the new General Plan for the Recycling Plan also included a report on <br />Measure D rate charges and changes and the Davis Street Transfer facility <br />increase. She noted she was at the final meeting when the Recycling Board <br />voted on the 24% COLA, retroactive increase. She commented that every <br />City represented on the Board opposed that increase of 24% for many different <br />reasons. The Recycling Board voted to place aCost-of-Living Adjustment, <br />beginning in 1999, in the General Recycling Plan, which has yet to be voted on <br />by the Waste Management Board and by the Alameda County Board of <br />Supervisors. At this time, a 24% COLA increase is off the table. <br />B. Reports on City Council Committees <br />1. Report from the City Council Facilities Committee. <br />-- Request to Place Acceptance of Donation of Sand Volleyball Courts at <br />Marina Park by McGuire and Hester Construction Company on the August <br />2, 1999, City Council Agenda for City Council Consideration. <br />Council Member Glaze reported on the request. <br />
