Minutes -City of San Leandro City Council and Page 13 <br />San Leandro Redevelopment Agency Joint Meeting -July 19,1999 <br />There was City Council consensus to place the matter of the donation of <br />Sand Volleyball Courts at Marina Park by McGuire and Hester <br />Construction Company on the August 2, 1999, City Council Agenda for <br />City Council consideration. <br />2. Report from the City Council Economic and Redevelopment Committee. <br />Vice Mayor Galvan reported on the discussion which took place at the City <br />Council Economic and Redevelopment Committee Meeting of July 8, 1999. <br />C. City Council Comments <br />1. All Council Members indicated they took great exception to the negative <br />comments made by Paul Vargas regarding the resignation of Chief Bob <br />Maginnis. They added that the Chief is held in the highest regard within the <br />San Leandro community. <br />2, vice Mayor Galvan commented on phone calls he has received regarding the <br />group-home issue and indicated the Zoning Code from Hayward may have <br />some useful language to be considered when this issue comes forward through <br />the General Plan process. <br />The City Attorney explained how Federal law supersedes our Zoning Code and <br />perhaps the City Council may want the Planning Commission to revisit the <br />group-home issue and the limits of the Fair Housing Act for possible Cade <br />revisions regarding distance requirements. <br />3. Council Member Glaze indicated there is a need to look into parking <br />requirements at the "strip commercial" on Manor Boulevard. <br />4. Council Member Loeffler commented that he has been gone for the last three <br />weeks taking care of family issues and has not been a part of the City Council <br />Finance Committee meetings. He added that he will be stepping down from <br />the Finance Committee and understands Vice Mayor Galvan has been <br />appointed to replace him on the Committee. He indicated his frustration with <br />his inability to get honest answers regarding the budget. He indicated he will <br />continue to pursue the questions because he is dissatisfied with the process. <br />Council Member Loeffler continued by stating he disagrees with Mr. Vargas' <br />comments regarding the Police Chief and indicated Chief Maginnis' leadership <br />has been visionary, and the City Council is proud he is moving to a higher level <br />of service and protection for our community. He continued by stating he is <br />grateful to Assemblywoman Corbett for getting the monies needed to meet the <br />needs of our community. <br />
