Minutes -City of San Leandro City Council and Page 3 <br />San Leandro Redevelopment Agency Joint Meeting -September 7, 1999 <br />in the City of San Leandro and indicated the unincorporated area is struggling <br />because they do not have a City Council. She indicated she has no problem with <br />the development, and the developer is trying to get the most for his money through <br />this development; but, she expressed concerns with the impacts this proposal will <br />have on the abutting neighborhood. <br />Dave Sloan, 1949 Via Lacqua, San Lorenzo, read a letter into the record from <br />the San Lorenzo Village Homeowners' Association in opposition to the proposed <br />hotel. He indicated the homeowners conducted their own study, and it was <br />evident the project would have a significant, detrimental impact on their <br />neighborhood. He added that the study they conducted would be made available <br />to the City Council, should they wish to see a copy. They urged the City Council <br />to conduct an additional Environmental Impact Report (EIR) from the perspective <br />of the San Lorenzo side of the creek, using an independent agency to conduct the <br />study. They further requested that their Board be provided a copy of those EIR <br />results. <br />Ron Groves, 543 Paseo Del Rio, San Lorenzo, addressed the City Council <br />regarding site visibility from their backyards. He also pointed out inconsistencies <br />in the EIR with what is evident to the surrounding residents. <br />Lorene Rouse, 573 Paseo Del Rio, San Lorenzo, addressed the City Council <br />regarding the sight visibility from her residence. She also voiced concerns with <br />landscaping, traffic speeds resulting from the freeway off ramp, as well as height <br />and visibility of the hotel from residences across the creek. She concluded by <br />urging the City Council not to approve the Negative Declaration until they can <br />further review the EIR. <br />Lou Filipovich, 15376 Laverne Drive, questioned if the property is in a <br />Redevelopment Agency area. Given the questions with regard to the EIR and the <br />opposition stated, he urged the City Council to send this project back to the <br />Planning Commission and to start all over again. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Gaivan and Loeffler. Ayes: 7; Noes: 0 <br />Phil Tagami, representing the Amin Group, responded to some of the questions <br />posed by the City Council and the public. <br />Lengthy City Council discussion ensued regarding how the lot was split and a <br />priority for the hotel was expressed over the storage facility. The City Council <br />clarified with staff that many meetings had taken place with Cubix Construction <br />over the lot split and how the configuration of the hotel site impacted the proposed <br />storage facility.
