Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -September 7, 1999 <br />discuss the sale of more of the storage-facility property but indicated he had not <br />received a favorable reply from the hotel developer because of financial <br />constraints. <br />The City Council discussion continued regarding traffic impacts, parking, bike <br />lanes, the EIR, and a need for more study of the impacts on the surrounding <br />neighborhood. Concerns for the treatment of the historic site were also stressed. <br />The City Council stated their disappointment that the hotel developer has not been <br />able to work out a plan that would fit with the surrounding neighborhood and <br />asked, if they were given more time, could they work out the financial constraints <br />enough to be able to negotiate additional land from Mr. Boersma to make the hotel <br />project work on the site. <br />Given the City Council's comments, indicating their reluctance to approve this <br />project given the concerns expressed by the neighborhood and how the project <br />does not seem to fit within the current property-line constraints, Steve Emslie <br />recommended the City Council defer action on this item for two weeks. During <br />that time it would provide an opportunity for the developer and property owner to <br />negotiate any possible further sale of property in order to make the hotel project <br />work; and it would allow staff time to prepare written findings in support and in <br />opposition to the project based on the City Council's comments. <br />In summary, the Mayor indicated monies that are derived from a hotel project such <br />as the TOT (Transient Occupancy Tax) would be helpful, indicating there would <br />be a financial gain for the City. She, additionally, encouraged the County to assist <br />in cleaning up the graffiti in the flood channel. <br />It was recognized the hotel developer tried to address all of the concerns, given the <br />limited scope of the property, and the City Council encouraged the hotel developer <br />and the property owner to take another look at what could be renegotiated in <br />terms of property lines in order to make this project work. <br />The following Motion was then introduced: <br />-- Minute Order No. 99-58, Matter of A-99-2; Reclassification from CC <br />Community Commercial District to CC (PD) Community Commercial Planned <br />Development Overlay District; and PD-99-2; Planned Development to <br />Construct a 120-Room Hotel and a 150,000-Square-Foot, Self-Storage <br />Facility; 524-526 Lewelling Boulevard; Assessor's Parcel Number 412-11-1-7; <br />K. Carter, Cubix Construction Company, Applicant; S. Boersma, Property <br />Owner. (1099/1009) <br />The City Council closed the Public Hearing and continued the matter of <br />A-99-2 and PD-99-2 to the September 20, 1999, City Council Meeting. <br />M/S/C Glaze and Loeffler. Ayes: 7; Noes: 0 <br />
