Minutes -City of San Leandro City Council and Page 5 <br />San Leandro Redevelopment Agency Joint Meeting -September 7, 1999 <br />The City Council recessed from 9:35 p.m. to 9:50 p.m. <br />B. Matter of Moratorium on Check-Cashing Businesses. <br />-- An Interim Ordinance Prohibiting the Processing and Approval of Use Permits, <br />Variances, Building Permits, or Other Zoning Entitlements for Check-Cashing <br />Businesses Which May Conflict with Proposed Zoning Ordinances and Zoning <br />Map Amendments, and Declaring This Ordinance to Be an Urgency Measure, <br />to Take Effect Immediately, as It Relates to the Preservation of the Public <br />Peace, Health, and Safety (prohibits the processing of various zoning <br />entitlements for check-cashing/payroll-advance businesses for twenty-one [21] <br />months, pending a study of this matter and possible recommendations for <br />Zoning Code Amendments). (100511024/1098/1099/1428/2167/2792) <br />-- Pass to Print and Adopt <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Hom and Beth Greene gave the staff presentation. <br />The City Council discussed their frustration with establishments such as this <br />operating without a permit. It was also noted, perhaps there needs to be a strategy <br />for community education on these types of establishments. <br />In response to questions by the City Council regarding penalties involved for <br />operating without a permit, staff noted there are enforcement guidelines in place; <br />but there are no substantial penalties. <br />The Mayor encouraged staff to make a concerted effort to notify grocery stores of <br />check-cashing businesses needing permits. <br />Council Member Loeffler also indicated perhaps the media could do a comparison <br />article about the costs to utilize such an establishment. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, noting he is <br />neither for this project nor against this project. He commented that he feels the <br />issue is legislating social and economic engineering. He added there is no need for <br />the urgency ordinance and concluded by asking where is the Chamber of <br />Commerce in terms of supporting business? <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Grant and Nardine.
