Minutes -City of San Leandro City Council and Page 6 <br />San Leandro Redevelopment Agency Joint Meeting -September 7,1999 <br />The following Ordinance was then introduced: <br />-- Ordinance No. 99-02$, An Interim Ordinance Prohibiting the Processing and <br />Approval of Use Permits, Variances, Building Permits, or Other Zoning <br />Entitlements for Check-Cashing Businesses Which May Conflict with <br />Proposed Zoning Ordinances and Zoning Map Amendments, and Declaring <br />This Ordinance to Be an Urgency Measure, to Take Effect Immediately, as It <br />Relates to the Preservation of the Public Peace, Health, and Safety (prohibits <br />the processing of various zoning entitlements for check-cashing/payroll- <br />advance businesses for twenty-one [21] months, pending a study of this matter <br />and possible recommendations for Zoning Code Amendments). <br />-- Passed to Print and Adopted (1005/1024/1098/1099/1428/2167/2792) <br />M/5/C Galvan and Grant. Ayes: 7; Noes: 0 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br />A. Tom Guarino, CEO of the San Leandro Chamber of Commerce, addressed <br />the City Council, indicating he has met with Larry Allphin and Michael <br />Jacobowitz, and they have come to an agreement on a proposed amendment to the <br />BID (Business Improvement District) resolution. With this amendment, they are <br />all supportive of the BID. <br />B. Michael Jacobowitz, Attorney, 114 Parrott Street, addressed the City Council <br />in support of the amendment and indicated he would send written communication <br />to all those who signed objections to the BID that a compromise has been reached. <br />C. Larry Allphin, Representing the Downtown Business Association (DBA), <br />addressed the City Council in support of the proposed amendment to the BID. <br />D. James Begier, Ben A. Begier Buick, 1915 East 14th Street, addressed the City <br />Council, indicating he filed an objection letter earlier today regarding the BID. He <br />further stated the City Council should consider opening up Washington Avenue <br />and promote businesses in that area. <br />E. Bill Dupree, Dupree's Furniture, 1900 E. 14th Street, addressed the City <br />Council in opposition to the BID. <br />
