Minutes -City of San Leandro City Council and Page 7 <br />San Leandro Redevelopment Agency Joint Meeting -September 7, 1999 <br />F. Lou Filipovich, 15376 Laverne Drive, addressed the City Council in opposition <br />to the BID. He, additionally, commented on the approval of the Minutes of July <br />26, 1999, and said, when the City Council canceled the Public Hearing regarding <br />refuse rates, it kept the people from speaking on the issue. <br />G. Terry Floyd, 240 Sybil Avenue, Resident in the Downtown Area, addressed <br />the City Council in opposition to the BID tax but supports the voluntary <br />amendment clause. <br />5. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />None <br />B. Reports on City Council Committees <br />1. Request to Refer the Policy Regarding Neighborhood Empowerment Funds to <br />the City Council Rules and Communications Committee. <br />-- After a brief discussion, the City Council, by consensus, requested <br />that the issue of Neighborhood Empowerment Funds be brought back <br />to the full City Council at a Work Session. <br />The City Council also discussed and agreed there should be quarterly Work <br />Sessions that deal with special issues, such as the NEF, brought forward by the <br />City Council that are not staff driven. It was noted, perhaps these quarterly <br />Work Sessions could take place on 4'~ Mondays. <br />Council Member Glaze publicly apologized for comments made at the last City <br />Council Meeting where the NEF issue was discussed. He noted he had <br />disagreed with Vice Mayor Galvan at the time on how his District's funds were <br />spent but apologized by stating he did not act in a professional manner in doing <br />so and, therefore, wanted to apologize publicly. <br />2. Report from the City Council Rules and Communications Committee <br />Regarding Request for Charter Amendment for Election of City Council and <br />Mayor by a Majority Rather Than a Plurality of Registered Voters. (1055) <br />Gordon Galvan, Chair of the City Council Rules and Communications <br />Committee, reported that, after deliberation and public testimony, the <br />Committee voted to recommend a Charter Amendment be prepared and placed <br />on the ballot to provide for run-off elections in the event a candidate fails to <br />receive 50% +1 vote in the General Municipal Election; that such Charter <br />Amendment should apply to the offices of Mayor and City Council; that such <br />
