His comments were <br />submitted in writing. They are attached and incorporated herein. <br />2. Council Member Lothrop indicated that she is a member of the League of <br />California Cities Environmental Quality Policy Committee and as a member of <br />that committee she has been asked to participate in a working group that will be <br />meeting four times over the next year in Sacramento. She indicated that it will <br />be an AB939 Working Group that will respond to the growing number of <br />problems related to how progress toward AB939 goals are being measured and <br />to evaluate potential alternative ways of measuring AB939 compliance. She <br />asked for City Council consensus and support for her participation in that <br />Group, as it will entail some use of staff. The Council was supportive of her <br />participation. <br />B. Reports on City Council Committees <br />Council Member Glaze expressed concern with the reporting out of information <br />from the City Council Facilities Committee. He questioned why a reporting out <br />of the various Committees was no longer being listed on the City Council <br />agenda. <br />Discussion ensued regarding previous Council actions regarding the reporting <br />out of various committees. It was noted that the only items listed on the City <br />Council agenda would be those items that are considered "action items." The <br />only progress reports from the Facilities Committee have been through the <br />written reports that the Library has been sending out monthly. <br />Vice Mayor Galvan indicated that he feels it is important that at least once a <br />month the City Council hear from every committee. <br />Council Member Nardine noted that the Facilities Committee meets the same <br />time each month. It is the second Tuesday at 4 p.m. every month. <br />Council Member Loeffler indicated that he is an advocate for some kind of <br />summary to be done of the committee meetings. He indicated his concern that <br />three Council Members are empowered with knowledge on a committee and a <br />discussion that often does not get out to the full Council, but the conversation <br />gets out to the community. He feels the balance of the City Council is <br />sometimes left in the dark. He does not feel that is the way things should <br />operate. He stated that the public often does not have the time to attend these <br />committee meetings. He feels there is an opportunity to provide information in <br />a variety of forms in addition Co reporting out. <br />
