Minutes -City of San Leandro City Council, Page 6 <br />San Leandro Redevelopment Agency and San Leandro Public Financing <br />Authority Special Joint Meeting -October 18, 1999 <br />Council Member Lothrop stated that she is uncomfortable that we do not have <br />Minutes of the committee meetings. She asked if the Rules and <br />Communications Committee could take another look at this issue. <br />Council Member Glaze indicated that Minutes do not capture the essence of <br />many of these items. He suggested that perhaps someone can come up with an <br />innovative way to communicate that information to the community. He feels <br />Minutes don't work because only a few people see the Minutes. He suggested <br />that the "Buzz Around Town" flyer with information on the library efforts be <br />available at more public meetings. <br />1. Finance Committee Report Re: Budget Informational Meetings. <br />Vice Mayor Galvan reported on the Finance Committee efforts and the proposed <br />Budget Informational Meetings. In order to have three Council Members at each of <br />the meetings, he requested that Council Members volunteer their time to be present <br />at the meetings scheduled for November 16 and November 1 S. He indicated that in <br />addition to himself, the Mayor will be covering the November 16, 1999 meeting <br />from 3 p.m. to 4:30 p.m. <br />Council Member Nardine indicated that she has indicated to staff that she is <br />available on November 16, 1999 at 3 p.m. also. <br />Council Member Glaze questioned what the informational meetings are about and <br />further expressed that he thought the Finance Committee would be going out and <br />holding their committee meetings to gain insight. He also questioned why these <br />meetings are not being strategically spaced throughout the City. <br />Vice Mayor Galvan indicated that his understanding is that the previous Finance <br />Committee felt it was very important that they pass this by the City Counci] and <br />that, in effect, we are moving to a two-year budget process.. He stated there was a <br />desire from members of the City Council to go into the community, explain the two- <br />year budget process and get some input and feedback on what the community thinks <br />are the priorities. <br />Council Member Glaze questioned when this effort became a "spin off ' of the <br />Committee. He felt this was the Committee's effort to go out into the community to <br />gain input, because the City Council has not yet adopted atwo-year budget process, <br />nor a lot of the items that have been talked about. He indicated his concern that now <br />the whole Council is expected to go out to the community with this. <br />Vice Mayor Galvan indicated that he does not believe that there is a change in <br />philosophy and that the Committee is still prepared to go out to the community. The <br />Finance Committee is just asking for volunteers, as the Committee has changed <br />Council Member composition and there may be other members of the City Council <br />
