Minutes -City of San Leandro City Council, Page 7 <br />San Leandro Redevelopment Agency and San Leandro Public Financing <br />Authority Special Joint Meeting -October 18,1999 <br />that are committed to this process from having served on the previous Finance <br />Committee and may want to continue to participate in this process. <br />Council Member Lothrop stressed the importance of getting feedback from the <br />community about the City's budget process. She, too, indicated her disappointment <br />that the meetings were not spread more throughout the City. She indicated that she <br />feels it should be members of the Finance Committee that participate. <br />Council Member Nardine indicated that she supports what Council Member <br />Lothrop has said as she and Council Member Grant have not had an opportunity to <br />serve on the Finance Committee, which she feels puts them at a disadvantage. She <br />feels she needs a preparation period to enable her to be effective at these meetings. <br />Council Member Glaze indicated that if the Committee is a committee of the City <br />Council as a whole, then he feels the entire City Council should go out and try to <br />make as many of these meetings as possible. But, if it is the Finance Committee <br />trying to gain information on the preparation of the coming budget and what we are <br />looking at in terms of long-range goals for that budget, then it should be the Finance <br />Committee that goes to these meetings. He indicated that he would hope the City <br />Council has budget workshops for the Council as a whole and the community. <br />Council Member Loeffler indicated that as a former member of the Finance <br />Committee and one who embraced the concept of a two-year budget cycle, as well <br />as one who stepped down from the Committee because of his philosophical <br />concerns about how things are done, he would be glad to participate in the budget <br />workshops. He indicated that he strongly believes that the community needs to <br />understand atwo-year model and get involved in the process. <br />Vice Mayor Galvan commented on costs to provide services and indicated that the <br />City has undertaken a study to provide information regarding the costs to provide <br />these services. He noted that the initial phase of that study has been completed and <br />that the next step for the Finance Committee will be to meet with the Department <br />Heads and go over the initial findings of that study. <br />C. City Council Comments <br />1. Council Member Nardine reported on having attended the League of California <br />Cities Conference and indicated she attended a session on "Insight to Investing <br />Public Funds and Fiduciary Responsibilities." She noted that the presenter was <br />Bill Statler, who was the Director of Finance for the City of San Luis Obispo. <br />She indicated that he was also born and raised in San Leandro and knows Tim <br />Hansen and John Jermanis very well. She further noted that he has nothing but <br />high remarks to say about both John and Tim. <br />
