He indicated he hopes the School District follows suit. He <br />concluded by recognizing Council Member Nardine for organizing the Pep Rally <br />for the San Leandro High School Pirates on October 29. <br />D. Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding the <br />Appropriation of Federal Local Law Enforcement Block Grant Monies item and <br />asked how the monies will be spent. He commented on a statement in the staff <br />report referencing the budget relating to the School District. He further inquired <br />whether aloes-cost loan program could be set up for Senior Citizens so they have <br />an opportunity to borrow from it. He added that most seniors live in mobile <br />homes. He concluded his comments by stating concerns with signage on <br />Lewelling Blvd. <br />5. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />The Mayor indicated there had been a request from the Oro Loma Sanitary District <br />for a resolution regarding the Recycling Board COLA increase request, but she <br />would be reporting on this issue at a later date. <br />B. Reports on City Council Committees <br />City Council discussion ensued regarding the need to report information on City <br />Council Committee meetings, as well as the time it takes at a City Council Meeting <br />to do so. The need for public information regarding the City Council Committee <br />meetings was expressed. <br />A suggestion was made to reorganize the City Council Agenda in order to have <br />City Council Comments at the end of the meeting, thus, not taking up too much <br />time during City Council Reports. The discussion included the desire on behalf of <br />the City Council to get as much information to the public as possible and in a <br />manner that is expedient as well as accessible. The importance of the Committee <br />Chair reporting information in Open Session was also stressed, along with City <br />Council dialogue regarding the issues, so the public may respond. <br />The desire to have meeting notes in the City Council packets was expressed. It <br />was also pointed out that if an issue is being dropped from a Committee's work <br />plan, that information should be reported to the City Council as a whole. <br />The Mayor indicated she will take into account the comments and suggestions the <br />City Council has made and will work with staff to address the issues. She noted <br />further that there was general support from the City Council to move the City <br />Council Comments to the end of the Council Agenda. <br />
