Minutes -City of San Leandro City Council Meeting November 1, 1999 Page 5 Council Member Galvan then reported on the City Council Rules and Communications Committee meeting which took place on October 26, 1999. It was the consensus of the full City Council that (1) the issue of technology, as it relates to Agenda packets and technology in the City Council Chambers, be referred to the City Council Facilities Committee for further discussion; (2) the Council Technology Cafeteria Plan be referred to the City Council Finance Committee; and (3) the Tidemark Complaint Tracking System be implemented on atrial basis. C. City Council Comments (Moved to the end of the Agenda. See Minutes) 6. CITY MANAGER'S REPORT AND COMMENTS The City Manager gave a brief update on the retrofit of the Library and noted that with reference to the bonding of the debt, the City received a rating of "A-minus" from Standards and Poors. 7. CONSENT CALENDAR Consent Calendar items are typically routine in nature and are considered for approval by the City Council with one single action. The City Council may remove items from the Consent Calendar for purposes of discussion. Items listed on the Consent Calendar are deemed to have been read by title. Council Member Grant requested the Minutes be removed from the Consent Calendar so that she could "Abstain." The two Consent Calendar items were considered separately. A.
