Minutes -City of San Leandro City Council Meeting <br />December 20,1999 <br />Page 7 <br />Council Member Loeffler echoed the Mayor's comments and stated this contract <br />lays out a good roadmap for accountability. He continued by stating, in looking at <br />the expectations set by the City Council and recognizing the compensation it takes <br />to pay for a quality City Manager, he is in support of the proposed contract for the <br />City Manager before the community tonight. <br />Council Member Glaze also commented on the newspaper article comparing San <br />Leandro's City Manager's salary with that of Hayward's and indicated that, when <br />you compare "apples to apples" you have to put everything forth on the table. He <br />indicated all of the aspects of the Hayward City Manager's contract are not on the <br />table. What is before the City Council this evening with regard to Mr. Jermanis' <br />contract is all that is expected of him and all benefits given are clearly stated. He is <br />in support of the contract before the City Council this evening. <br />Council Member Nardine indicated that when she first became a City Council <br />Member she was surprised there was no contract for the City Manager with <br />measurable goals. She indicated the City Council has reviewed this thoroughly, <br />and she is supportive of what is before the City Council this evening. <br />Council Member Lothrop echoed her colleagues' statements and said she, too, is in <br />favor of the contract before the City Council tonight. <br />The following Resolution was then introduced: <br />-- Resolution No. 99-1'17, Resolution Approving Employment Agreement for <br />City Manager, John J. Jermanis. (1502) <br />M/S/C Glaze and Nardine. Ayes: 7; Noes: 0 <br />C. Matter of Approval of Airport Ad Hoc Committee's Recommendations. The City <br />of San Leandro Suggests to the Port of Oakland: (1) That a Noise Monitor Be <br />Returned to the Broadmoor/Creekside Area; (2) That Further Testing of the Flight <br />Route Changes Be Done; and (3) That Data from the Broadmoor/Creekside Noise <br />Monitor Continue to Be Collected and Analyzed by the Group to Determine the <br />Level of Disturbance Created in This Area if Flight Routes Are Changed. <br />Kathy Ornelas gave a brief staff report. <br />City Council discussion ensued regarding the difference between "Ad Hoc" <br />Committees and "Standing" Committees. The desire to have meetings regarding <br />airport-noise concerns available to the public was expressed. <br />City Council discussion resulted in approving the recommendations, with <br />additional language in the wording to reflect the City supports implementation of <br />the Flight Route Changes, subject to continued testing. <br />
