Minutes - City of San Leandro City Council Meeting Page - 12 - <br />March 2, 1998 <br />The following Resolutions were then introduced: <br />- Resolution No. 98-27, Resolution Calling a Special Municipal Election <br />for Submission of a Question to the Qualified Voters Relating to the <br />Gun Tax Ordinance; Consolidating the Special Municipal Election with <br />the General Municipal Election to Be Held on Tuesday, June 2, 1998; <br />Approving the Form of the Ballot Question; Setting Forth Procedures <br />for Ballot Argument and Directing the City Clerk to Submit the <br />Measure to the City Attorney for Impartial Analysis. (1055/2603) <br />M/S/C Polvorosa and Lothrop. Ayes: 4; Noes: Galvan, Glaze, and Young <br />- Resolution No. 98-28, Resolution Appointing a Committee to Author a <br />Ballot Argument in Favor of the Gun Tax Ordinance and Any Other <br />Actions Needed, Pursuant to the California Elections Code, Related to <br />the Election -- Council Members Loeffler, Lothrop, and Polvorosa. <br />(1055/2603) <br />M/S/C Loeffler and Polvorosa. Ayes: 4; Noes: Glaze; Abstained: <br />Galvan and Young <br />D. Minute Order No. 98-13, Matter of Appointment of City Council Members to <br />the City Council's City Facilities Committee. (1156) <br />The City Council appointed Council Member Young to the City Council's <br />City Facilities Committee to fill the vacancy created by Mayor Corbett's <br />resignation from the Committee. <br />M/S/C Lothrop and Loeffler. Ayes: 7; Noes: 0 <br />E. Minute Order No. 98-14, Matter of Report on Status of Local Emergency <br />Due to Recent Storms. (2648/2841) <br />The City Council reaffirmed the "State of Local Emergency Status." <br />M/5/C Galvan and Polvorosa. Ayes: 7; Noes: 0 <br />F. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Lou Filipovich, 15376 Laverne Drive, addressed the Council, commented on <br />how the Gun Tax ordinance should be revoked; that it will be imposed <br />upon peace officers; and that the City should have pursued an equity <br />partnership regarding the Conference Center. He concluded by stating <br />the people of San Leandro should have a chance to vote on these major <br />decisions. <br />
