Minutes - City of San Leandro City Council Meeting Page - 3 - <br />March 2, 1998 <br />The City Manager noted the flood-plain maps have been revised and have <br />been expanded, not only in San Leandro, but in adjacent areas as well. <br />The Chief Building Official was required to send notice to all of the <br />affected property owners, advising them of the opportunity to Appeal. <br />Staff is concerned with the impacts that may affect individual property <br />owners. He noted they will be meeting and working with the Alameda <br />County Flood Control and Water Conservation District to deal with some <br />improvements they may need to make so that we can establish and satisfy <br />FEMA that precautions have been taken to protect these areas and we can <br />define these boundaries. Staff does expect to be dealing with this <br />issue further. The initial reaction was that as much information be <br />provided as soon as possible, but it has caused some confusion in the <br />community as to why homes that were previously not in the flood plain <br />have now been designated as being in the flood plain. <br />C. Carey Walker, 471 Santa Monica, addressed the Council, clarifying that <br />there have been no monies set aside for a Sports Complex, expressed <br />concerns with junk guns, and asked if the City had enough fire power if <br />they were to experience something similar to what Los Angeles did during <br />their big bank robbery. <br />The Mayor clarified that guns purchased by law-enforcement agencies <br />would be exempt from the proposed gun tax. <br />D. Kay McGuire, 922 Rodney Drive, addressed the Council on behalf of <br />Citizens for Responsible Gun Laws and encouraged the Council to support <br />putting the issue on the June ballot. <br />E. Dana Parino, 698 Arbor Drive, addressed the Council in favor of putting <br />the gun tax on the June ballot. <br />F. Jahn Sullivan, 14744 Washington Avenue, addressed the Council regarding <br />the side-gate issue at the San Moritz Apartments. He thanked the Mayor <br />and other members of the Council that saw fit to take time to work the <br />issue out. He also thanked John Jermanis, Steve Emslie, and Joann <br />Oliver for their efforts. <br />Council Member Polvorosa thanked Mr. Sullivan for taking the time to <br />publicly thank those individuals. <br />G. Lou Filipovich, 15376 Laverne Drive, addressed the Council regarding the <br />Flood Control insurance issue and expressed his feelings that it will be <br />creating a "Flood Czar." He also commented on the issue of natural <br />disasters vs. floods and the problems that arise with collection of <br />insurance monies. He commented further on the gun ordinance being <br />proposed for the June ballot and noted only one more vote against the <br />measure is needed to vote it down the tubes. He feels the taxpayers' <br />money could be better spent on other things besides funding an argument <br />for the ballot, also. He said he feels that, with the Mayor's <br />limitation on speakers this evening, he is being denied participation in <br />the Conference Center issue. <br />
