Resolution No. 98-35, Resolution Authorizing the Assistant City Manager, <br />Assistant Finance Director, or Police Captain, Services Bureau to File <br />Requests for State and Federal Financial Assistance in the Event of a <br />Declaration of Local Emergency. (2648/2841) <br />M/S/C Polvorosa and Lothrop. Ayes: 7; Noes: 0 <br />E. Resolution Terminating the Declaration of Local Emergency in the City of <br />San Leandro Due to Recent Storms. <br />Council Member Lothrop clarified that this would not affect the City's <br />eligibility for recovery of expenses. <br />The following Resolution was then introduced: <br />Resolution No. 98-36, Resolution Terminating the Declaration of Local <br />Emergency in the City of San Leandro Due to Recent Storms. (2648/2841) <br />M/S/C Polvorosa and Loeffler. Ayes: 7; Noes: 0 <br />F. Matter of Discussion Regarding Oakland Airport-Community Noise <br />Management Forum. <br />Council discussion ensued regarding the lack of support for paying <br />$1,000 to participate. <br />The following Motion was then introduced: <br />Minute Order No. 98-17, Matter of Discussion Regarding Oakland Airport- <br />Community Noise Management Forum. (1270/1215) <br />The City Council accepts the Port of Oakland's invitation to participate <br />in the newly formed "Oakland Airport-Community Noise Management Forum," <br />but declined contributing $1,000 annually toward the cost of the Forum. <br />M/S/C Glaze and Polvorosa. Ayes: 7; Noes: 0 <br />G. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Carey Walker, 471 Santa Monica, addressed the Council, stating the <br />Network Conference Center should be built "union" and that the March <br />29th Daily Review will have the "Bay Area Almanac" included in it. <br />B. Audrey Albers, 2037 Marina Court, thanked the Council Members who voted <br />"No" on Parcel Map 7186. She concluded by stating that approving it was <br />the wrong thing to do. <br />
