Minutes - City of San Leandro City Council and Page - 3 - <br />San Leandro Economic Development Agency Joint Meeting - April 6, 1998 <br />An Ordinance Amending the San Leandro Municipal Code, Adding Title 4, <br />Chapter 24, Relating to the Regulations of Adult-Oriented Businesses. <br />- Pass to Print No Action <br />- Staff is Requesting Continuance to the April 20, 1998, City Council <br />Meeting. <br />Minute Order No. 98-19, Matter of A-98-2; Amendment to the San Leandro <br />Zoning Code and the San Leandro Municipal Code Regarding Adult-Oriented <br />Businesses (provides for the regulation and licensing of adult-oriented <br />businesses in keeping with recent court decisions; allows adult-oriented <br />businesses to locate in the IP Industrial Park Districts if they comply <br />with licensing and minimum-proximity requirements). (1099) <br />The City Council continued the Matter of A-98-2; Amendment to the San <br />Leandro Zoning Code and the San Leandro Municipal Code Regarding Adult- <br />Oriented Businesses, to the April 20, 1998, City Council Meeting. <br />M/S/C Polvorosa and Young. Ayes: 6; Noes: 0 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />a. Cary Walker, 471 Santa Monica, addressed the Council regarding taxes, <br />including the proposed gun tax, which is scheduled to be on the June <br />Ballot, and the utility tax, which he feels should be removed. <br />b. Al Padro, 325 Begier, addressed the Council as a Board of Zoning <br />Adjustments Member. He expressed concerns with the proposed Resolution <br />regarding Standby Officers later in the Agenda and asked that the <br />Council withdraw, suspend, or postpone this item. He went on to explain <br />that members of the BZA were appointed based upon the knowledge that <br />they would succeed, if necessary, their respective Council Members who <br />made their appointments in 1991. He also explained that BZA Members <br />have gone through extensive training regarding what their role would be <br />in a disaster, and he is surprised at the manner in which this issue was <br />agendized. He concluded by stating he would like more background on the <br />proposed Resolution as the staff report is unclear as to why the <br />requested change has been made to make Planning Commissioners the first <br />in line to succeed the Council, rather than the Board of Zoning <br />Adjustments. <br />c. Lamar Heystek, 2481 Marina Boulevard, addressed the Council, stating he <br />and others are in the process of forming a PAC called "Young San <br />Leandrans." He further noted that they will be meeting on April 18, <br />1998, at 10:00 a.m., in front of City Hall; and they will be making <br />endorsements of candidates, considering contributions to candidates, and <br />discussing election issues. <br />
