Minutes - City of San Leandro City Council and Page - 5 - <br />San Leandro Economic Development Agency Joint Meeting - April 6, 1998 <br />5. CONSENT CALENDAR <br />Consent Calendar items are typically routine in nature and are considered <br />for approval by the City Council with one single action. The City Council <br />may remove items from the Consent Calendar for purposes of discussion. <br />Items listed on the Consent Calendar are deemed to have been read by title. <br />The Consent Calendar was approved as follows: <br />MJ5/C Young and 6alvan. Ayes: 6; Noes: 0 <br />A. Minutes of the Meeting of March 16, 1998. Approved as submitted. <br />B. Resolution No. 98-37, Resolution Approving Joint Exercise of Powers <br />Agreement for Implementation of a Transit Shelter Advertising Program <br />(provides for participation in a JEPA with the Alameda-Contra Costa <br />Transit District and the County of Alameda and the cities of Albany, <br />Berkeley, Emeryville, Fremont, Hayward, Oakland, Newark, and San Leandro <br />for a joint project for providing advertising bus shelters in the <br />communities served by AC Transit). (1057/1381) <br />C. Resolution No. 98-38, Resolution Approving Final Subdivision Map, <br />Subdivision Improvement Agreement (Private Improvements), and Accepting <br />Offers of Dedication of Public Easements and Rights-of-Way for Tract <br />6965, Heron Bay, Phase 2A-2 (provides for the development of 61 single- <br />family units, consisting of 7.008 acres, at Heron Bay, northerly portion <br />of Phase 2A; Developer: Roberts Landing, Inc.). (2843) <br />6. NEW BUSINESS <br />A. Resolution Appointing Standby Officers Pursuant to Government Code <br />Section 8637 and 8638. <br />The City Manager remarked briefly on the changes to the former Standby <br />Officers Resolution. He reported on the current status of the proposed <br />changes and noted the Planning Commission is listed as first in line in <br />the order of succession. He did note that the Board of Zoning <br />Adjustments has received extensive training on disasters and that the <br />same training is planned for the Planning Commission. <br />Council Member Glaze commented that the BZA is the only Board that has <br />final authority powers, which is different than other City Boards and <br />Commissions. He also added that having the succession of Council <br />Members listed by name could result in a gender disadvantage. Perhaps <br />something better than an alphabetical listing could be considered, such <br />as going by the number of votes cast. <br />Vice Mayor Loeffler commented on the historical precedent set with <br />having had the BZA listed as first in succession, and he would like to <br />continue that tradition. He would also like to leave the other Boards <br />listed in the order that they had been previously listed in succession. <br />
