Minutes - City of San Leandro City Council and Page - 7 - <br />San Leandro Economic Development Agency Joint Meeting - April 6, 1998 <br />Mayor Corbett relayed comments on behalf of Council Member Lothrop, who <br />is absent this evening, that Linda DeBorba, owner of the Marina Bakery <br />& Cafe, has been very active in and employs youth from our community. <br />The following Resolutions were then introduced: <br />- Resolution No. 98-1, Resolution of the San Leandro Economic <br />Development Agency Approving a $37,500 Loan to Linda DeBorba, Owner <br />of the Marina Bakery & Cafe, for Business Relocation Activities and <br />Other Improvements (provides funding for facilities improvements and <br />remodeling of the former Lucca's Delicatessen site at 1509 East 14th <br />Street). Ayes: 6; Noes: 0 <br />- Resolution No. 98-2, Resolution of the San Leandro Economic <br />Development Agency Approving a $22,000 Loan to Louis W. and Betty L. <br />Egan, Owners of San Leandro Muffler & Brake, for Operational Funds <br />During Sinkhole Repairs (provides bridge operating funds during <br />repairs to the sewer lines at Davis Street and Doolittle Drive). <br />(2807) <br />M/S/C Polvorosa and 6alvan. Ayes: 6; Noes: 0 <br />C. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />a. Carey Walker, 471 Santa Monica, addressed the Council regarding taxes, <br />including the proposed gun tax and the desire to have the water run-off <br />tax removed. He stressed that he does not want to see any new taxes, <br />fees, or assessments. <br />The City Manager explained the Clean Water Act for Mr. Walker. <br />b. Lou Filipovich, 15376 Laverne Drive, addressed the Council, referencing <br />a letter received from the Youth Advisory Commission (YAC), addressed to <br />"City Council and Mayoral Candidates." He stressed that, given the <br />address, not all candidates received a copy of this letter. He further <br />stated his opposition to the Youth Vote being held prior to the June 2, <br />1998, General Municipal Election. He stated that the kids have no right <br />to form a PAC, and the City and School District should not be involved. <br />He also noted the schools do not teach any of this in their classrooms, <br />and he is not in favor of this program going forward as planned. <br />
