Minutes -City of San Leandro City Council and Page 6 <br />San Leandro Redevelopment Agency Joint Meeting -August 3, 1998 <br />Walter Hirt, 716 Warden Avenue, addressed the Council, stating he is against <br />all the proposed fee increases. He said he doesn't trust the City's figures, and it is <br />a dirty trick to have required that everyone send in a written protest. He <br />concluded by stating there are a lot of unsatisfied people in the community. <br />Vera Ayres, 381 Melven Court, addressed the Council, stating the City is not <br />managed well; and, first, there were measures on the ballot to increase taxes and <br />now this. She stated the City doesn't caze about serving the public well. She feels <br />the City should be cutting administrators' salaries rather than increasing fees. <br />Al Rosenga, 534 Parrott Street, addressed the Council in protest of the fees, <br />specifically, the storm-water, run-off fee. He feels that system is not as efficient as <br />it can be. He further stated the annual increase of recycling fees through the CPI <br />adjustment is unfair. He questioned how enterprise funds could be involved in a <br />profit-making organization. <br />Dennis Lamberti, 325 Arroyo Avenue, addressed the Council, stating people <br />would most likely be willing to go to curbside service to save money. With respect <br />to the recycling contract, he noted the contract needs to be honored, but the City <br />should look at alternate collection agencies to come in and bid at a lower rate. <br />Regarding sewer chazges and run-off chazges, he feels they aze a joke. He added <br />that the street cleaner comes around at all hours, and half of the time they are <br />cleaning the middle of the street. He is opposed to all the increases in the fees. <br />Tilda Borghelli, 251 Peralta Avenue, addressed the Council and stated her <br />opposition to all the fees proposed. She questioned why everyone does not have <br />curb service. <br />Gil Navarro, 1415 Abbey Avenue, addressed the Council and stated he has <br />curbside service in the Washington Manor and is already paying storm fees. He <br />feels this is taxation without representation. <br />Victor Ciesluk,1472 Pacific, addressed the Council in opposition to the fees, <br />especially the street-sweeping fees. He feels signs should be installed stating the <br />street-sweeping hours so that pazking can be enforced. He feels people should be <br />fined for leaving their vehicles on the street during the hours the street sweeper is <br />coming. He further stated recycling should be paying for itself. He concluded by <br />questioning how much money FEMA covered for the Doolittle storm damage. <br />Perhaps the City should put that money back into the system and lower the fees. <br />Tom Guarino, San Leandro Chamber of Commerce, addressed the Council <br />on behalf of the Chamber and the San Leandro Industrial Business <br />Roundtable, expressing concerns with the sewer fees as they relate to small <br />businesses in San Leandro. He added that the City is doing a great job as far as <br />economic development and keeping jobs in town, but the Chamber is asking that <br />the Council explore other alternatives to the sewer rates. <br />
