By the same <br />token, you done the same thing when you set out to try to get a response on it. <br />What you have here, right now, is the same thing that would come under <br />Proposition 62, because you have already closed the public hearing -which you <br />have done incorrectly. I won't say it's illegal -incorrectly." <br />The Clerk indicated that Mr. Filipovich's time was up at this point. <br />Mr. Filipovich continued: "There you go -now how can the people know if this is <br />the way you're going to conduct your meetings because here's a document telling <br />you why you couldn't close the hearing and it's one of your own documents. <br />Now, I'm gonna stop there because I'm gonna pursue this in another way. And <br />I'll guarantee you that this is not gonna float and what you should do right now, is <br />do what you're supposed to do based on what the people presented. That is that <br />you rescind everything that is on here and get rid of it or you put it on the ballot <br />for the people to vote. You can't postpone it. The only reason you have it here <br />and why it is pressed tonight is that you are under the impression that you can put <br />it on the tax bill, and the people should know that." <br />N. Arturo Lopez, 194 Preda Street, addressed the Council, protesting all fee <br />increases and stating the matter should be put on the ballot. <br />O. Ray Ronco, 14414 Seagate Drive, President of the Seagate Homeowners' <br />Association, addressed the Council, commenting that they don't even participate <br />in the green-waste recycling and they are taxed for it. He added that they don't <br />get the annual debris pick-up and they are not getting their streets swept, but they <br />would like to see that they do receive that service. They ultimately would like to <br />receive the services they are being taxed for or receive a refund. <br />5. CONTINUED NEW BUSINESS <br />A. Matter of Adoption of Proposed Rate Increase for Refuse Service Charges. <br />-- Resolution Amending Title 6, Chapter 5 of the San Leandro Administrative <br />Code Relating to Refuse Fees (provides fora 10.4% adjustment to fees and <br />charges, effective July 1, 1998, with annual Consumer Price Index adjustments <br />thereafter). No Action <br />-- Resolution Amending Title 6, Chapter 5 of the San Leandro Administrative <br />Code Relating to Refuse Fees (provides fora 6.4% adjustment to fees and <br />charges, effective July 1, 1998, without annual Consumer Price Index <br />adjustments thereafter). <br />John Jermanis, City Manager, went over the "Revised Schedule for User Fee <br />Service Rates," with the City Council. <br />
