Minutes -City of San Leandro City Council Meeting <br />August 17, 1998 <br />Page 7 <br />Mayor Young asked that staff look at a discount for low-income persons, such as <br />seniors, and any others that might qualify. <br />Vice Mayor Galvan commented on the situation for the Seagate residents. He <br />noted they aze paying for and are not getting certain services. <br />The City Manager stated the City does not provide street sweeping, but there is an <br />overall distribution of chazges to all residents for maintaining clean streets <br />throughout the community. <br />Vice Mayor Galvan suggested staff find a way to have them not pay for services <br />that they are not receiving. With regazd to gazbage, he strongly feels there is a <br />need to be comparing apples with apples. He added that, once we move to <br />curbside service, people who have had backyazd service will complain; but, <br />nonetheless, he strongly feels the City should move to curbside service and hold <br />the line with the rates. He is supportive of stall's recommendation to move in that <br />direction. <br />Council Member Loeffier commented on the CPI and the City Manager clarified <br />that the stall's recommendation is without a CPI increase. Council Member <br />Loe$ler further commented on the confusion between Enterprise Funds and the <br />General Fund and noted that there would be a Citizens Committee to review the <br />Enterprise Funds. <br />Council Member Glaze commented on the curbside service versus backyard <br />service. He noted 40% of the people have curbside service now. He further <br />noted, in Oro Lama, there aze exemptions to go to the backyazd for pick-up. He <br />added that we have looked to increases rather than how to hold the line. He feels <br />when you look at privatizing the services a citizen group would be a good idea. If <br />you don't go to privatization, the City needs to be competitive, which means there <br />might be modifications to service; but the City needs to treat it like a business. <br />Council Member Grant echoed the statements made. She added that we should <br />make our services universal in their application. She then clarified with Bob <br />Rockett that the street sweepers should pick up most items in the gutter, including <br />aluminum cans. Council Member Grant stated she is a proponent for clean water. <br />She also explained and relayed a personal experience with the street sweeping <br />services on her street and noted the street sweeper did not seem to pick up very <br />much. She stressed the need to look at increasing the efficiency of the street <br />sweepers and noted the importance of doing what it takes to get the value for our <br />dollaz. <br />
