NI'inutes -City of San Leandro City Council Meeting Page 11 <br />September 21,1998 <br />Mayor Young indicated she, along with Vice Mayor Galvan and Council Member <br />Glaze, will serve on the Ad Hoc Committee. <br />The following Motion was then introduced: <br />Minute Order No. 98-64, Matter of Creation of and Appointment of Members to <br />a City Council Ad Hoc Committee to Create and Appoint Citizens to a General <br />Plan Advisory Committee (GPAC) for an Update of the Land Use and Circulation <br />Elements of the San Leandro General Plan and Related Environmental Documents <br />(provides for creation of and appointment of three City Council Members to an ad <br />hoc committee to select and appoint citizens to a General Plan Advisory <br />Committee [GPAC]). (1156) <br />The City Council approved the creation of and appointment of City Council <br />Members Galvan, Glaze, and Mayor Young to a City Council Ad Hoc <br />Committee to Create and Appoint Citizens to a General Plan Advisory <br />Committee (GPAC) for an Update of the Land Use and Circulation Elements <br />of the San Leandro General Plan and Related Environmental Documents. <br />M/S/C Loeffler and Lothrop. Ayes: 7; Noes: 0 <br />P. Status of Washington Manor and Corvallis School Bus Loading Zones. <br />Ray Davis, Engineering and Transportation Department, gave a status report on <br />the issue of Washington Manor and Corvallis School Bus Loading Zones, noting <br />the buses at Corvallis issue is going somewhat smoothly. It was noted most of the <br />problems at both sites are primarily due to the way in which parents are dropping <br />off their children. <br />Chief of Police Bob Maginnis gave a report and history of citations that have been <br />issued at those locations, which were primarily due to Proposition 227 protestors. <br />Council Member Loeffler commented that he appreciated the report and stressed <br />safety is a key concern. <br />Council Member Nardine expressed concerns with the lack of parent-drop-off <br />zones. She suggested there be Police presence atBack-to-School Nights. <br />Council Member Glaze expressed continued concern with the narrowness of Fargo <br />Avenue and complaints he has received from neighbors regarding the safety issues <br />that poses. <br />John Jermanis, City Manager, responded that he will have staff continue to study <br />the issue. <br />
