Minutes -City of San Leandro City Council Meeting <br />October 19, 1998 <br />Page - 6 - <br />A. Matter of Acceptance of Finance Committee's Recommendations for Budget <br />Reductions for Fiscal Year 1998-99 (provides details on the Finance Committee's <br />review of proposed reductions for Fiscal Year 1998-99). Amount: $815,000 <br />Wandzia Grycz, Assistant City Manager, gave a presentation to the Council on the <br />proposed budget reduction recommendations from the Finance Committee. <br />The Mayor commented on the difficult process the Finance Committee went <br />through to come to these proposed budget reductions. <br />Council Member Grant clarified with the sub-committee what the remaining <br />funding for Youth Programs consisted of. <br />Council Member Loeffler commented on the process and stated concerns with <br />cutting funds from each department in order to continue paying for police officers <br />that were originally funded under the Federal Crime Act. He further indicated that <br />he feels the public's voice was heard by their rejection of Measure "T' during the <br />June election. He questioned if the Council should be doing something different <br />than what the public indicated their support for? Council Member Loeffler <br />continued his comments by bringing up issues with overtime, new furniture at City <br />Hall, and the difficulty of the whole process -indicating that he feels there is no <br />public disclosure of City costs. <br />Council discussion then ensued regarding crime and the justification for any <br />increase in police officers. The Council also discussed the need to take a look at the <br />DARE Program. <br />Council Member Loeffler further noted that the Police Department is very efficient, <br />but that perhaps the level of service needs to be reviewed, especially as it relates to <br />Animal Control. <br />The City Manager indicated that there will be an increase in the Animal Control <br />level as a result of the approved budget this year and added that the Police Chief <br />would be happy to do a Work Session with the City Council on the issue of Police <br />services. <br />Council discussion continued regarding constituents' input regarding police <br />services. It was noted that the public's top items of concern are public safety and <br />libraries. <br />Council Member Loeffler stressed the need to educate the public on the cost for the <br />Police Department. <br />The following Motion was then introduced: <br />
