CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1. Council Member Nardine reported on her attendance at a recent meeting of the <br />Council for the Prevention of Drinking and Driving. She noted they reviewed <br />proposed changes in laws which would increase alcohol awareness. She noted <br />she was asked that the Council be allowed to make a presentation to the City <br />Council at their December 7, 1998, Meeting. She also noted she would like <br />Council's input regarding her suggestion of having a community member serve <br />as the Representative to that Council rather than a Council Member. She feels <br />the community would be better served by a member of the community being <br />appointed. She would like to get Council's concurrence to allow her to <br />contact former Council Member Julian Polvorosa to see if he would be willing <br />to serve as the Representative. There was no Council objection. <br />2. Vice Mayor Galvan reported on his recent attendance of an East Bay <br />Dischargers Authority (EBDA) Meeting. He noted they have started the <br />process of changing the Joint Powers Agreement (7PA) and have identified <br />issues for discussion which center mainly on the budget. He also noted that <br />one of the topics is adding LAVWMA representation on the Board. He would <br />like to see an item placed on the next agenda that would allow Council <br />discussion regazding their input on any changes to the 7PA. <br />3. Council Member Loeffler reported on his attendance at a recent Association of <br />Bay Area Governments (ABAG) Meeting regazding aging and diversity in <br />government. He commented briefly on the changing trends in voter turn-out <br />based on the age of current voters. <br />B. Reports on City Council Committees <br />None <br />C. City Council Comments <br />1. Council Member Grant commented on the striping of Bancroft Avenue. She <br />noted she has received several calls from residents and suggested additional <br />community outreach be done regarding information on that project. <br />Council Member Grant also reported on a recent Anti-Hate Crime March she <br />attended, which was sponsored by the San Leandro Community Church. She <br />acknowledged the good job the clergy did, as well as the Police Department's <br />force that was there to provide security. She added that the Police were not an <br />
