Sims, Community Development Director ~~ <br />Tom Liao, Housing/CDBG Manager <br />Steve Hernandez, Housing Specialist I~" <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />AGREEMENTS FOR FY 2009-2010 BETWEEN THE CITY OF SAN LEANDRO AND CDBG <br />SUBRECIPIENTS FOR PUBLIC SERVICES GRANTS AND A NON-PROFIT CAPITAL <br />IMPROVEMENT PROJECT (CIP) LOAN. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a resolution to enter into five (5) public services <br />grant agreements with the following service providers: Building Futures With Women and <br />Children (BFWC) ($28,143), Davis Street Family Resource Center (DSFRC) ($24,913), Project <br />Literacy ($28,143), and Eden Council for Hope and Opportunity Housing (ECHO) for landlord- <br />tenant counseling services ($27,911) and for fair housing services ($14,000), and as well as a <br />resolution to enter into one (1) capital improvement project (CIP) loan agreement with the San <br />Leandro Boys & Girls Club ($22,400). These CDBG projects were authorized by the City <br />Council on Apri120, 2009 in the FY 2009-2010 Consolidated Action Plan. <br />BACKGROUND <br />The City of San Leandro has contracted with and awarded CDBG public services funds to <br />BFWC, DSFRC, Project Literacy, and ECHO in previous years, including FY 2008-09. These <br />organizations have continued to meet their annual objectives and provide needed services to San <br />Leandrans. These organizations applied for public services funds under the City's Community <br />Assistance Program (CAP) in January 2008 and were approved for CDBG funding for FY 2008- <br />09 and FY 2009-10 by the City Council in April 2008. However, CDBG funding for FY 2009- <br />10 is dependent upon the City's annual entitlement grant from HUD and the performance of each <br />service provider in FY 2008-09. <br />The City of San Leandro has awarded CDBG capital improvement project (CIP) funds to San <br />Leandro Boys & Girls Club. Physical improvements to this recreational facility will allow this <br />organization to better serve its clients. <br />
