Cooke, Principal 1/ngineer <br />Engineering and Transportation Depa ~nen~t ° " '~- ~~ <br />f <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR <br />THE FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 <br />FUNDS AND ASSURING THE COMPLETION OF THE PROJECT; AUTHORIZING THE <br />APPROPRIATION OF $350,000 OF GRANT FUNDS; RELEASING THE PROJECT FOR <br />ADVERTISEMENT; AND AWARDING THE PROJECT. <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council authorize the City Manager to file an application for <br />Federal American Recovery and Reinvestment Act of 2009 grant funds. These funds will be <br />used to rehabilitate Springlake Drive from Washington Avenue to the Alameda County Flood <br />Control District (ACFCD) Channel. Additionally, it is recommended that the City Council <br />authorize the appropriation of $350,000 of grant funds; release the project for advertisement; and <br />award the project. <br />BACKGROUND <br />On February 17, 2009, President Obama authorized the $787 billion Economic Stimulus package <br />known as the Federal American Recovery and Reinvestment Act of 2009 (ARRA). The ARRA <br />contains approximately $49 billion in transportation-related funding; with $27 billion for roads. <br />This funding is intended to focus on system preservation activities that can be commenced and <br />completed quickly, such as road resurfacing and bridge repair. <br />On March 27, 2009, the State of California passed Assembly Bill X3 20 (ABX3 20). This bill <br />prescribes how the State's share of the ARRA funds will be distributed for Local Streets and <br />Roads (LSR) System Preservation projects. The terms "Regional ARRA Funding" and "State <br />ARRA Funding" are being used in this report to differentiate between the ARRA funds that are <br />
