State ARRA 09 LSR Local Support 2 June 15, 2009 <br />being provided directly to regions and the ARRA funds made available via ABX3 20 through the <br />State. <br />The City will receive $1,338,000 of the Regional ARRA funding, which has already been <br />approved by Council. The distribution formula used for the State ARRA funds is the same as <br />that used for the Regional ARRA funds. Based on this formula, the City is eligible for $257,000, <br />however, we will receive $350,000 in State ARRA funding instead. How this funding increase <br />was arrived at is described in detail in the Analysis section below. <br />Analysis <br />The Alameda County Congestion Management Agency (ACCMA) is the local programming <br />organization for the State ARRA funds. The ACCMA solicited responses from all of the <br />county's agencies as to whether any jurisdictions wanted to complete a project using State <br />ARRA funds or "roll over" their agency's programmed allocation to a future federal LSR cycle. <br />The City elected to receive its share now, and therefore, is able to receive additional funds as <br />several jurisdictions elected to wait for the future Federal LSR program. The City is <br />programmed to receive approximately $350,000. The additional $93,000 programmed to the <br />City will be deducted in a future Federal LSR programming. <br />ARRA funds can be used only on arterial roadways that require rehabilitation within the city and <br />only for construction activities. Staff used the City's Pavement Management System to identify <br />the arterial streets that meet the rehabilitation requirements. Springlake Drive from Washington <br />Avenue to the ACFCD channel is the arterial street meeting the selection criteria for <br />rehabilitation using ARRA funds. The estimated total cost for this work is approximately <br />$528,900. <br />This street has been submitted in the City's application for the State ARRA Program. The <br />rehabilitation work will most likely be completed by October 2009. The City will be required to <br />provide any necessary funds for this project beyond the available ARRA funds and therefore, the <br />City must program approximately $178,900 to cover the total project cost. This amount will be <br />met by using Measure B Streets & Roads funds. <br />Given that during the next few months, nearly all 110 Bay Area agencies will be proceeding with <br />road rehabilitation projects, the ACCMA encourages all local jurisdictions to have their Councils <br />provide City Managers with the authority to award the ARRA projects as soon as possible. <br />Furthermore, the ACCMA has recommended that Councils take action now to provide City <br />Managers with the authority to release the projects for advertisement upon issuance of the federal <br />Authorization to Proceed (E-76), allowing the project to proceed at least a minimum of two <br />weeks earlier than our normal schedule. <br />Current City Council Policy <br />Not Applicable <br />
